Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor issued a
Certification of Eligibility to Apply for Worker Adjustment
Assistance on June 8, 2017, applicable to workers tronc, Inc.,
Technology Division, including on-site leased workers from Tata
Consulting Services, Lewisville, Texas. The Department’s notice of
determination is currently pending publication in the Federal
Register.
At the request of the state workforce office, the Department
reviewed the certification for workers of the subject firm. The
workers are engaged in activities related to the supply of internal
technology support services to all divisions of the subject firm.
The state workforce office reported that the subject firm
location had workers whose wages were reported under Tribune
Publishing during the period relevant to the investigation.
The intent of the Department’s certification is to include all
workers of the subject firm who were adversely affected by the
acquisition of information technology services from a foreign
country.
The amended notice applicable to TA-W-92,625A is hereby
issued as follows:
"All workers of tronc, Inc., formerly Tribune Publishing,
Technology Division, including on-site leased workers
from Tata Consulting Services, including workers whose
wages were reported under Tribune Publishing, Lewisville,
Texas, who became totally or partially separated from who
became totally or partially separated from employment on or
after February 6, 2016, through June 8, 2019, and all
workers in the group threatened with total or partial
separation from employment on date of certification through
two years from the date of certification, are eligible to
apply for adjustment assistance under Chapter 2 of Title II
of the Trade Act of 1974, as amended.”

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
And Notice of Termination of Investigation

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers'
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers' firm; OR
(II) there has been an acquisition from a
foreign country by the workers' firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers' firm; AND
(ii) the shift/acquisition must have contributed
importantly to the workers' separation or
threat of separation.

Per 29 CFR 90, a petition may be filed on behalf of a group
of workers as defined as "three or more workers in a firm or an
appropriate subdivision thereof" and a significant number of
workers is defined as "at least three workers in a firm (or
appropriate subdivision thereof) with a work force of fewer than
50 workers would ordinarily have to be affected."
The investigation was initiated in response to a petition
filed on February 8, 2017, by an official of tronc, Inc.
(subject firm) on behalf of workers of tronc, Inc., Technology
Division, including on-site leased workers from Apex Systems,
Bitwise, Infosys, iSpace, Swoon Technology Resources,
TEKsystems, and Tata Consulting Services, Chicago, Illinois
(TA-W-92,625), tronc, Inc., Technology Division, including on-
site leased workers from Tata Consulting Services, Lewisville,
Texas (TA-W-92,625A), tronc, Inc., Technology Division,
including on-site leased workers from Tata Consulting
Services, Allentown, Pennsylvania (TA-W-92,625B), tronc, Inc.,
Technology Division, including on-site leased workers from
iSpace and Tata Consulting Services, 501 N. Calvert Street,
Baltimore, Maryland (TA-W-92,625C), tronc, Inc., Technology
Division, including on-site leased workers from Apex Systems,
iSpace, and Tata Consulting Services, Orlando, Florida (TA-W-
92,625D), tronc, Inc., Technology Division, including on-site
leased workers from Tata Consulting Services, Deerfield Beach,

California (TA-W-92,625O) (hereafter referred to collectively
as "tronc-Technology"). The subject firm is engaged in
activities related to the supply of media services; the subject
worker group (tronc-Technology) supplies internal technology
support services to all divisions of the subject firm.
During the course of the investigation, information was
collected from the workers' firm/petitioner.

The Department determines that the petitions applicable
to tronc, Inc., Technology Department, Newport News, Virginia
(TA-W-92,625J), Washington, District of Columbia (TA-W-
92,625K), Annapolis, Maryland (TA-W-92,625L), 300 E. Cromwell
Street, Baltimore, Maryland (TA-W-92,625M), 2000 E. 8th Street,
Los Angeles, California (TA-W-92,625N), and Irwindale,
California (TA-W-92,625O) are invalid because each of these
locations have fewer than three affected workers.
Consequently, the investigations for petitions TA-W-92,625J
through TA-W-92,625O have been terminated.
TA-W-92,625, TA-W-92,625A through TA-W-92,625I
Section 222(a)(1) has been met because a significant
number or proportion of the workers at tronc, Inc., Technology
Division, Chicago, Illinois (TA-W-92,625), Lewisville, Texas
(TA-W-92,625A), Allentown, Pennsylvania (TA-W-92,625B), 501 N.
Calvert Street, Baltimore, Maryland (TA-W-92,625C), Orlando,
Florida (TA-W-92,625D), Deerfield Beach, Florida (TA-W-92,625E),
202 W. Broad Street, Los Angeles, California (TA-W-92,625F),
Hartford, Connecticut (TA-W-92,625G), 600 B Street, Suite 1201,
San Diego, California (TA-W-92,625H), and 350 Camino de la
Reina, San Diego, California (TA-W-92,625I), have become totally
or partially separated, or are threatened to become totally or
partially separated.
Section 222(a)(2)(B) has been met because the workers'
firm has acquired from a foreign country the supply of
technology services like or directly competitive with those
supplied by the subject workers which contributed importantly to
worker group separations at tronc, Inc., Technology Division,
Chicago, Illinois (TA-W-92,625), Lewisville, Texas (TA-W-
92,625A), Allentown, Pennsylvania (TA-W-92,625B), 501 N.
Calvert Street, Baltimore, Maryland (TA-W-92,625C), Orlando,
Florida (TA-W-92,625D), Deerfield Beach, Florida (TA-W-
92,625E), 202 W. Broad Street, Los Angeles, California (TA-W-
92,625F), Hartford, Connecticut (TA-W-92,625G), 600 B Street,
Suite 1201, San Diego, California (TA-W-92,625H), and 350
Camino de la Reina, San Diego, California (TA-W-92,625I).
Conclusion
After careful review of the facts obtained in the
investigation, the Department determines that the petitions
applicable to workers and former workers of tronc, Inc.,
Technology Department, Newport News, Virginia (TA-W-92,625J),
Washington, District of Columbia (TA-W-92,625K), Annapolis,
Maryland (TA-W-92,625L), 300 E. Cromwell Street, Baltimore,
Maryland (TA-W-92,625M), 2000 E. 8th Street, Los Angeles,
California (TA-W-92,625N), and Irwindale, California (TA-W-
92,625O) are invalid and, therefore, the investigations for the
respective petitions have been terminated.
After careful review of the facts obtained in the
investigation, I determine that workers of tronc, Inc.,
Technology Division, Chicago, Illinois (TA-W-92,625),
Lewisville, Texas (TA-W-92,625A), Allentown, Pennsylvania (TA-W-
92,625B), 501 N. Calvert Street, Baltimore, Maryland (TA-W-
92,625C), Orlando, Florida (TA-W-92,625D), Deerfield Beach,
Florida (TA-W-92,625E), 202 W. Broad Street, Los Angeles,
California (TA-W-92,625F), Hartford, Connecticut (TA-W-92,625G),
600 B Street, Suite 1201, San Diego, California (TA-W-92,625H),
and 350 Camino de la Reina, San Diego, California (TA-W-
92,625I), who are engaged in activities related to the supply of
internal technology support services, meet the worker group
certification criteria under Section 222(a) of the Act, 19
U.S.C. § 2272(a). In accordance with Section 223 of the Act, 19
U.S.C. § 2273, I make the following certification:



"All workers of tronc, Inc., Technology Division, including
on-site leased workers from Apex Systems, Bitwise, Infosys,
iSpace, Swoon Technology Resources, TEKsystems, and Tata
Consulting Services, Chicago, Illinois (TA-W-92,625),
