Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the workers in such
workers' firm have become totally or partially separated, or
are threatened to become totally or partially separated; and

(2)(A)(i) the sales or production, or both, of such firm have
decreased absolutely; and

(ii)(I) imports of articles or services like or directly
competitive with articles produced or services supplied by
such firm have increased; and

(iii) the increase in imports described in clause (ii)
contributed importantly to such workers' separation or
threat of separation and to the decline in the sales or
production of such firm.

The investigation was initiated in response to a petition
filed on March 8, 2016 on behalf of workers of Halliburton
Energy Services, Inc., Manufacturing - 100 East Halliburton
Blvd., Duncan, Oklahoma (TA-W-91,559); Halliburton Energy
Services, Inc., Finance - 1700 S. Hwy. 81, Duncan, Oklahoma
(TA-W-91,559A); Halliburton Energy Services, Inc., Plant
2/Test Center - 109 S. 13th Street, Duncan, Oklahoma (TA-W-
91,559B); Halliburton Energy Services, Inc., Administration -
1015 West Bois D'Arc, Duncan, Oklahoma (TA-W-91,559C); and
Halliburton Energy Services, Inc., Field Services Office -
2015 East Bois D'Arc, Duncan, Oklahoma (TA-W-91,559D) (herein
referred to as "Halliburton Energy Services, Inc. - Duncan
Manufacturing Campus"). The workers' firm is engaged in
activities related to the production of oilfield equipment (TA-
W-91,559, TA-W-91,559A, TA-W-91,559B) and supply oilfield
services, specifically fracturing and cementing and various
support activities, for the customers of Halliburton Energy
Services, Inc. (TA-W-91,559C and TA-W-91,559D). Fracturing and
cementing is considered activities related to the production
of crude oil, natural gas, and natural gas liquids under 19
USC 2272(c).
The workers of Halliburton Energy Services, Inc.,
Manufacturing (TA-W-91,559) were certified eligible to apply for
Trade Adjustment Assistance under petition number TA-W-82,554
that expired on August 1, 2015.
The petitioners also filed on behalf of workers of 2600 S.
2nd St., Technology Group, Duncan, Oklahoma. The workers of
Halliburton Energy Services, Inc., Technology, S. 2nd St.,
Duncan, Oklahoma were certified eligible to apply for Trade
Adjustment Assistance under petition number TA-W-91,562 that
will expire on October 20, 2018.
During the course of the investigation, information was
collected from the workers' firm, the firm's major declining
customer(s), and the petitioner.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in such workers' firm have
become totally or partially separated, or are threatened to
become totally or partially separated.
Section 222(a)(2)(A)(i) has been met because the sales
and/or production of oilfield equipment and services by
Halliburton Energy Services, Inc. - Duncan Manufacturing
Campus have decreased absolutely.
Section 222(a)(2)(A)(ii) has been met because company
imports of articles like or directly competitive with the
articles produced by Halliburton Energy Services, Inc. -
Duncan Manufacturing Campus have increased. Furthermore
customer imports of crude oil have increased.
Finally, Section 222(a)(2)(A)(iii) has been met because
increased company and customer imports contributed importantly
to the worker group separations and sales/production declines
at Halliburton Energy Services, Inc. - Duncan Manufacturing
Campus.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Halliburton Energy
Services, Inc., Manufacturing - 100 East Halliburton Blvd.,
Duncan, Oklahoma (TA-W-91,559); Halliburton Energy Services,
Inc., Finance - 1700 S. Hwy. 81, Duncan, Oklahoma (TA-W-
91,559A); Halliburton Energy Services, Inc., Plant 2/Test
Center - 109 S. 13th Street, Duncan, Oklahoma (TA-W-91,559B);
Halliburton Energy Services, Inc., Administration - 1015 West
Bois D'Arc, Duncan, Oklahoma (TA-W-91,559C); and Halliburton
Energy Services, Inc., Field Services Office - 2015 East Bois
D'Arc, Duncan, Oklahoma (TA-W-91,559D) who are engaged in
activities related to the production of oilfield equipment meet
the worker group certification criteria under Section 222(a) of
the Act, 19 U.S.C. § 2272(a). In accordance with Section 223 of
the Act, 19 U.S.C. § 2273, I make the following certification:
"All workers of Halliburton Energy Services, Inc.,
Manufacturing - 100 East Halliburton Blvd., Duncan,
Oklahoma (TA-W-91,559), who became totally or partially
separated from employment on or after August 2, 2015
through two years from the date of certification, and all
workers in the group threatened with total or partial
separation from employment on the date of certification
through two years from the date of certification, are
eligible to apply for adjustment assistance under Chapter 2
of Title II of the Trade Act of 1974, as amended;
AND,





All workers of Halliburton Energy Services, Inc., Finance
- 1700 S. Hwy. 81, Duncan, Oklahoma (TA-W-91,559A);
Halliburton Energy Services, Inc., Plant 2/Test Center -
109 S. 13th Street, Duncan, Oklahoma (TA-W-91,559B);
Halliburton Energy Services, Inc., Administration - 1015
West Bois D'Arc, Duncan, Oklahoma (TA-W-91,559C); and
Halliburton Energy Services, Inc., Field Services Office
- 2015 East Bois D'Arc, Duncan, Oklahoma (TA-W-91,559D),
who became totally or partially separated from employment
on or after March 7, 2015 through two years from the date
of certification, and all workers in the group threatened
with total or partial separation from employment on the
date of certification through two years from the date of
certification, are eligible to apply for adjustment
assistance under Chapter 2 of Title II of the Trade Act of
1974, as amended."
