Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor herein
presents the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
The group eligibility requirements for workers of a firm under
Section 222(a) of the Act, 19 U.S.C. § 2272(a), are satisfied if
the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm, or an appropriate
subdivision of the firm, have become totally or partially
separated, or are threatened to become totally or
partially separated;
(2)(B)(i) there has been a shift in production by such
workers' firm or subdivision to a foreign country of
articles like or directly competitive with articles which
are produced by such firm or subdivision; and
(ii)(I) the country to which the workers' firm has
shifted production of the articles is a party to a free
trade agreement with the United States;
(II) the country to which the workers' firm has
shifted production of the articles is a beneficiary under
the African Growth and Opportunity Act, or the Caribbean
Basin Economic Act; or
(III) there has been or is likely to be an increase
in imports of articles that are like or directly
competitive with articles which are or were produced by
such firm or subdivision.

The investigation was initiated in response to a petition
filed on April 16, 2015 on behalf of workers of Robertshaw
Controls Company, including on-site leased workers from CDI
Corporation, Corona, California (Robertshaw-Corona). The subject
firm (Robertshaw Controls Company) produces and engineers
components for the appliance industry. Workers of Robertshaw-
Corona are engaged in activities related to the supply of
warehousing and distribution services.
The petitioners allege that worker separations at the
Corona, California facility were due to a relocation to Texas.
During the course of the investigation, information was
collected from the workers' firm.
Section 222(a)(1) has been met because a significant number
or proportion of the workers in such workers' firm have become
totally or partially separated, or are threatened to become totally
or partially separated. The investigation revealed that the
Corona, California facility permanently ceased operations in
April 2015.
Section 222(a)(2)(B) has been met because the workers' firm
has shifted to a foreign country the production of appliance
components which contributed importantly to worker group
separations at Robertshaw-Corona. The investigation revealed
that the relocation of warehousing and distribution services to
Texas is related to the shift of production to a foreign country.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Robertshaw Controls
Company, including on-site leased workers from CDI Corporation,
Corona, California, who are engaged in activities related to the
production of components for the appliance industry, meet the
worker group certification criteria under Section 222(a) of the
Act, 19 U.S.C. § 2272(a). In accordance with Section 223 of the
Act, 19 U.S.C. § 2273, I make the following certification:
"All workers of Robertshaw Controls Company, including on-
site leased workers from CDI Corporation, Corona,
California, who became totally or partially separated from
employment on or after April 15, 2014, through two years from
the date of certification, and all workers in the group
threatened with total or partial separation from employment on
the date of certification through two years from the date of
certification, are eligible to apply for adjustment assistance
under Chapter 2 of Title II of the Trade Act of 1974, as
amended,
