Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974,
as amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers'
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers' firm; OR
(II) there has been an acquisition from a
foreign country by the workers' firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers' firm; AND
(ii) the shift/acquisition must have
contributed importantly to the workers'
separation or threat of separation.

The investigation was initiated in response to a petition
filed on December 14, 2012 by a One-Stop Operator/Partner on
behalf of workers of Harley-Davidson Motor Company Group,
Global Information Services, Milwaukee, Wisconsin (TA-W-
82,257). The scope of the petition was expanded by a company
official to include Harley-Davidson Motor Company Group,
Global Information Services, Kansas City, Missouri (TA-W-
82,257A); Harley-Davidson Motor Company Group, Global
Information Services, Doral, Florida (TA-W-82,257B); Harley-
Davidson Motor Company Group, Global Information Services,
Wauwatosa, Wisconsin (TA-W-82,257C); Harley-Davidson Motor
Company Group, Global Information Services, Menomonee Falls,
Wisconsin (TA-W-82,257D); Harley-Davidson Motor Company Group,
Global Information Services, Tomahawk, Wisconsin (TA-W-
82,257E); Harley-Davidson Motor Company Group, Global
Information Services, York, Pennsylvania (TA-W-82,257F);
Harley-Davidson Financial Services, Inc., Global Information
Services, Chicago, Illinois (TA-W-82,257G); Harley-Davidson
Financial Services, Inc., Global Information Services, Carson
City, Nevada (TA-W-82,257H) and Harley-Davidson Financial
Services, Inc., Global Information Services, Plano, Texas (TA-
W-82,257I). The worker group herein known as "Harley-Davidson
Motor Company Group and Harley-Davidson Financial Services,
Inc." is engaged in activities related to the supply of
information services. The worker group of Harley-Davidson
Motor Company Group, Global Information Services, Milwaukee,
Wisconsin (TA-W-82,257) is inclusive of leased workers from
the following companies who report to the Milwaukee, Wisconsin
location: Abacus, Abaxent, Affinity, Inc., Ajilon, Alpine
Consulting, Ascendant Technologies, Burntcow MediaWorks LLC,
CDW Direct LLC, Chapman Technology Group, Inc., Cogent IBS,
Compuware, Connection Strategies (Abaxant), Devlan, ES
Solutions Group, Emericon, Entelli Consulting, Enterforce, EOK
Technologies, eSemantiks, Evanston Group, Exacta, Fujitsu,
Gallup, Galmont, GlobalSource IT, IBM, INFOR, Infosys,

During the course of the investigation, information was
collected from the workers' firm.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in such workers' firm have
become totally or partially separated, or are threatened to
become totally or partially separated.
Section 222(a)(2)(B) has been met because the workers'
firm has acquired from a foreign country services like or
directly competitive with services supplied by the workers
which contributed importantly to worker group separations at
Harley-Davidson Motor Company Group and Harley-Davidson
Financial Services, Inc.


Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Harley-Davidson
Motor Company Group, Global Information Services, Milwaukee,
Wisconsin, including leased workers from Abacus, Abaxent,
Affinity, Inc., Ajilon, Alpine Consulting, Ascendant
Technologies, Burntcow MediaWorks LLC, CDW Direct LLC, Chapman
Technology Group, Inc., Cogent IBS, Compuware, Connection
Strategies (Abaxant), Devlan, ES Solutions Group, Emericon,
Entelli Consulting, Enterforce, EOK Technologies, eSemantiks,
Evanston Group, Exacta, Fujitsu, Gallup, Galmont, GlobalSource
IT, IBM, INFOR, Infosys, Infovision21, Inroads, Interactive
Systems, Inc., J&S Midrange Consulting, Kelly Services,
Knowledge Transfer, Latitude36, Inc., Lucas Group, Manpower,

assistance under Chapter 2 of Title II of the Trade Act
of 1974, as amended."
