Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974,
as amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers'
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers' firm; OR
(II) there has been an acquisition from a
foreign country by the workers' firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers' firm; AND
(ii) the shift/acquisition must have
contributed importantly to the workers'
separation or threat of separation.

The investigation was initiated in response to a petition
filed on May 15, 2012 by a company official on behalf of
workers of WellPoint, Inc., Care Management UM Intake,
including workers whose unemployment insurance wagers were
reported through WellPoint Companies, Inc., North Haven,
Connecticut (TA-W-81,612), WellPoint, Inc., Care Management UM
Intake, including workers whose unemployment insurance wagers
were reported through WellPoint Companies, Inc., Newbury Park,
California (TA-W-81,612A), WellPoint, Inc., Care Management UM
Intake, including workers whose unemployment insurance wagers
were reported through WellPoint Companies, Inc., South
Portland, Maine (TA-W-81,612B), WellPoint, Inc., Care
Management UM Intake, including workers whose unemployment
insurance wagers were reported through WellPoint Companies,
Inc., Albany, New York (TA-W-81,612C), WellPoint, Inc., Care
Management UM Intake, including workers whose unemployment
insurance wagers were reported through WellPoint Companies,
Inc., Atlanta, Georgia (TA-W-81,612D), WellPoint, Inc., Care
Management UM Intake, including workers whose unemployment
insurance wagers were reported through WellPoint Companies,
Inc., Columbus, Georgia (TA-W-81,612E), WellPoint, Inc., Care
Management UM Intake, including workers whose unemployment
insurance wagers were reported through WellPoint Companies,
Inc., Louisville, Kentucky (TA-W-81,612F), WellPoint, Inc.,
Care Management UM Intake, including workers whose
unemployment insurance wagers were reported through WellPoint
Companies, Inc., St. Louis, Missouri (TA-W-81,612G),
WellPoint, Inc., Care Management UM Intake, Mason, Ohio (TA-W-
81,612H), WellPoint, Inc., Care Management UM Intake,
including workers whose unemployment insurance wagers were
reported through WellPoint Companies, Inc., Richmond, Virginia
(TA-W-81,612I), WellPoint, Inc., Care Management UM Intake,
including workers whose unemployment insurance wagers were
reported through WellPoint Companies, Inc., Waukesha,
Wisconsin (TA-W-81,612J), WellPoint, Inc., Care Management UM
Intake, including workers whose unemployment insurance wagers
were reported through WellPoint Companies, Inc., Indianapolis,
Indiana (TA-W-81,612K), Kelly Services, Inc., working on-site
at WellPoint, Inc., Care Management UM Intake, Denver,
Colorado (TA-W-81,612L), and Aerotek, working on-site at
WellPoint, Inc., Care Management UM Intake, Denver, Colorado
(TA-W-81,612M) ("Wellpoint"). The workers' firm is engaged in
activities related to the supply of health insurance services.
Specifically, the workers receive precertification requests
from providers, enter demographic information into medical
management cases, and forwarded cases to clinicians for
clinical review if need.
The worker group for WellPoint, Inc., Care Management
Intake, Denver, Colorado is currently covered under a
certification (TA-W-81,105) that will expire on January 13,
2014. TA-W-81,105 identifies the group as Colorado/Nevada
Utilization Management Intake Division which is identical to
the subject worker group. TA-W-81,105 does not include on-site
leased workers from Kelly Services, Inc. and Aerotek.
TA-W-81,612A includes on-site leased workers from Kelly
Services, Inc, The Act 1 Group, Inc. and Aerotek. TA-W-
81,612F includes on-site leased workers from Kelly Services,
Inc. and Aerotek. TA-W-81,612H includes on-site leased workers
from Kelly Services, Inc. TA-W-81,612K includes on-site leased
workers from Kelly Services, Inc. and Aerotek.
During the course of the investigation, information was
collected from the workers' firm.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in such workers' firm have
become totally or partially separated, or are threatened to
become totally or partially separated.
Section 222(a)(2)(B) has been met because the workers'
firm has acquired from a foreign country services like or
directly competitive with services supplied by the workers
which contributed importantly to worker group separations at
WellPoint.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of WellPoint, Inc.,
Care Management UM Intake, including workers whose
unemployment insurance wagers were reported through WellPoint
Companies, Inc., North Haven, Connecticut (TA-W-81,612),
WellPoint, Inc., Care Management UM Intake, including on-site
leased workers from Kelly Services, Inc., The Act 1 Group,
Inc., and Aerotek, including workers whose unemployment
insurance wagers were reported through WellPoint Companies,
Inc., Newbury Park, California (TA-W-81,612A), WellPoint,
Inc., Care Management UM Intake, including workers whose
unemployment insurance wagers were reported through WellPoint
Companies, Inc., South Portland, Maine (TA-W-81,612B),
WellPoint, Inc., Care Management UM Intake, including workers
whose unemployment insurance wagers were reported through
WellPoint Companies, Inc., Albany, New York (TA-W-81,612C),
WellPoint, Inc., Care Management UM Intake, including workers
whose unemployment insurance wagers were reported through
WellPoint Companies, Inc., Atlanta, Georgia (TA-W-81,612D),
WellPoint, Inc., Care Management UM Intake, including workers
whose unemployment insurance wagers were reported through
WellPoint Companies, Inc., Columbus, Georgia (TA-W-81,612E),
WellPoint, Inc., Care Management UM Intake, including on-site
