Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers’
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers’ firm; OR
(II) there has been an acquisition from a
foreign country by the workers’ firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers’ firm; AND
(ii) the shift/acquisition must have contributed
importantly to the workers’ separation or
threat of separation.

The investigation was initiated in response to a petition
filed on December 1, 2011 on behalf of workers of Agro Group
International Holdings, Ltd, in the following divisions and
locations:
* Argonaut Management Services Division, including home-based
workers throughout the United States, Portland, Oregon (TA-W-
81,126);
* Argonaut Management Services Division and Colony Management
Services Division, including on-site leased workers from
Aerotek, Chicago, Illinois (TA-W-81,126A);
* Argonaut Management Services Division, Geneva, Illinois (TA-W-
81,126B);
* Argonaut Management Services Division, Peoria, Illinois (TA-W-
81,126C);
* Argonaut Management Services Division and Colony Management
Services Division, Denver, Colorado (TA-W-81,126D);
* Argonaut Management Services Division, Fresno, California (TA-
W-81,126E);
* Argonaut Management Services Division, Redwood City,
California (TA-W-81,126F);
* Colony Management Services Division, Los Angeles, California
(TA-W-81,126G);
* Argonaut Management Services Division, including on-site
leased workers from Aerotek, Voiphead and Ron Buckley &
Associates, San Antonio, Texas (TA-W-81,126H);
* Argonaut Management Services Division, Dallas, Texas (TA-W-

leased workers from Staffing Now, Inc., Greenfield,

Services Division, including on-site leased workers from
Encore Technical Staffing, Scottsdale, Arizona (TA-W-81,126O).
The workers are engaged in activities related to
underwriting, claims support, finance and accounting and
information technology functions. This determination may
include workers reporting wages under the following federal
identification numbers: FEIN 06-1183996, for ARGO Group US; FEIN
74-2999179, for Argonaut Management Services, Inc.; and FEIN 94-
1390273, for ARGO Insurance.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in such workers’ firm have
become totally or partially separated, or are threatened to
become totally or partially separated.
Section 222(a)(2)(B) has been met because the workers’
firm has acquired from a foreign country services like or
directly competitive with the services supplied by the workers,
which contributed importantly to worker group separations at
the aforementioned locations.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Agro Group
International Holdings, Ltd, within the Argonaut Management
Services Division and Colony Management Services Division,
respectively, in sixteen separate locations, who are engaged in
activities related to underwriting, claims support, finance and
accounting and IT functions meet the worker group certification
criteria under Section 222(a) of the Act, 19 U.S.C. § 2272(a).
In accordance with Section 223 of the Act, 19 U.S.C. § 2273, I
make the following certification:



“All workers of Agro Group International Holdings, Ltd,
Argonaut Management Services Division, including home-based
workers throughout the United States, Portland, Oregon (TA-
W-81,126); Agro Group International Holdings, Ltd, Argonaut
Management Services Division and Colony Management Services
Division, including on-site leased workers from Aerotek,
Chicago, Illinois (TA-W-81,126A); Agro Group International
Holdings, Ltd, Argonaut Management Services Division,
Geneva, Illinois (TA-W-81,126B); Agro Group International
Holdings, Ltd, Argonaut Management Services Division,
Peoria, Illinois (TA-W-81,126C); Agro Group International

adjustment assistance under Chapter 2 of Title II of the
Trade Act of 1974, as amended.”
