Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
I. The first criterion (set forth in Section 222(a)(1) of the
Act, 19 U.S.C. § 2272(a)(1)) requires that a significant
number or proportion of the workers in the workers' firm
must have become totally or partially separated or be
threatened with total or partial separation.

II. The second criterion (set forth in Section 222(a)(2) of the
Act, 19 U.S.C. § 2272(a)(2)) may be satisfied if either:

(i)(I) there has been a shift by the workers' firm to a
foreign country in the production of articles or
supply of services like or directly competitive with
those produced/supplied by the workers' firm; OR
(i)(II) there has been an acquisition from a foreign
country by the workers' firm of articles/services that
are like or directly competitive with those
produced/supplied by the workers' firm.

III. The third criterion requires that the shift/acquisition
must have contributed importantly to the workers'
separation or threat of separation. See Section
222(a)(2)(B)(ii) of the Act, 19 U.S.C. §
2272(a)(2)(B)(ii).

The investigation was initiated in response to a petition
filed on June 17, 2010 by a company official on behalf of
Hewlett Packard, Finance Division, Palo Alto, California (TA-W-
74,257), including teleworkers across California and workers
on-site in Cupertino, Fremont, Palo Alto, Roseville, San
Diego, and San Francisco, California (TA-W-74,257A); workers
on-site in Colorado Springs and Fort Collins, Colorado (TA-W-
74,257B); teleworkers across Connecticut (TA-W-74,257C);
teleworkers across Florida and workers on-site in Miami,
Florida (TA-W-74,257D); teleworkers across Georgia and workers
on-site in Alpharetta, Georgia (TA-W-74,257E); teleworkers
across Idaho and workers on-site in Boise, Idaho (TA-W-
74,257F); teleworkers across Massachusetts and workers on-site
in Andover and Marlborough, Massachusetts (TA-W-74,257G);
workers on-site in Bethesda, Maryland (TA-W-74,257H); workers
on-site in Minnetonka, Minnesota (TA-W-74,257I); workers on-
site in Omaha, Nebraska (TA-W-74,257J); teleworkers across New
Hampshire (TA-W-74,257K); workers on-site in New Providence,
New Jersey (TA-W-74,257L); workers on-site in Charlotte, North
Carolina and teleworkers across North Carolina (TA-W-74,257M);
workers on-site in Corvallis, Oregon (TA-W-74,257N);
teleworkers across Pennsylvania (TA-W-74,257O); teleworkers
across Texas and workers on-site in Austin, Houston, and
Plano, Texas(TA-W-74,257P); workers on-site in Herndon,
Virginia (TA-W-74,257Q); and workers on-site in Vancouver,
Washington (TA-W-74,257R).
Leased workers from Artech Information Systems LLC, ATP
Personnel, Collabera (aka Global Consultants Inc.), Manpower,
Netsource Inc., Northwest Software Inc., Pinnacle Technical
Resources, Spherion, Staff Management, Synova Inc., and Trinite
Inc. are employed at several of the locations involved in this
petition, and are included in the worker group.
The workers provide financial consulting services to
Hewlett Packard's businesses, which includes meeting financial
close, reporting corporate results, and providing financial
data to financial markets.
The investigation revealed that workers of Hewlett Packard,
Finance Division, who are engaged in employment related to
financial consulting services to Hewlett Packard's businesses,
meet the criteria for certification.
Criterion I has been met because a significant number of
workers have been separated over the relevant period, and
additional separations are anticipated.
Criterion II has been satisfied because the workers' firm
has shifted to a foreign country a portion of the supply of
services like or directly competitive with the services
supplied by the workers at the cited locations.
Criterion III has been met because the shift of financial
consulting services to India and Mexico by Hewlett Packard
contributed importantly to worker group separations at Hewlett
Packard's Finance Division.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Hewlett Packard,
Finance Division, at the locations cited above and including
leased workers from Artech Information Systems LLC, ATP
Personnel, Collabera (aka Global Consultants Inc.), Manpower,
Netsource Inc., Northwest Software Inc., Pinnacle Technical
Resources, Spherion, Staff Management, Synova Inc., and Trinite
Inc. who are employed at several of the locations involved in
this petition, who are engaged in employment related to
financial consulting services for Hewlett Packard, meet the
worker group certification criteria under Section 222(a) of the
Act, 19 U.S.C. § 2272(a).



In accordance with Section 223 of the Act, 19 U.S.C. §
2273, I make the following certification:
"All workers of Hewlett Packard, Finance Division, Palo
Alto, California (TA-W-74,257); teleworkers across
California and workers on-site in Cupertino, Fremont,
Palo Alto, Roseville, San Diego, and San Francisco,
California (TA-W-74,257A); workers on-site in Colorado
Springs and Fort Collins, Colorado (TA-W-74,257B);
teleworkers across Connecticut (TA-W-74,257C);
teleworkers across Florida and workers on-site in Miami,
Florida (TA-W-74,257D); teleworkers across Georgia and

of the locations involved in this petition, who became
totally or partially separated from employment on or after
May 16, 2009, through two years from the date of
certification, and all workers in the group threatened with
total or partial separation from employment on date of
certification through two years from the date of
certification, are eligible to apply for adjustment
assistance under Chapter 2 of Title II of the Trade Act of
1974, as amended."
