Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor
issued a Certification of Eligibility to apply for Worker
Adjustment Assistance on March 16, 2010, applicable to workers
of General Motors Company, formerly known as General Motors
Corporation, Mansfield Metal Center, including on-site leased
workers from Advantis Occupational Health, Aerotek, American
Food and Vending, Comprehensive Logistics Company Inc.,
Development Dimensions International, Hewlett Packard, Ideal
Setech LLC, Interim Health Care, Key Office Services, Knight
Facilities Management, Premier Manufacturing Support, Quaker
Chemical Corporation, Securitas Security Services US, Washington
Group International, and Waste Management of Texas Inc.,
Mansfield, Ohio. The notice was published in the Federal
Register April 23, 2010 (75 FR 21355).
At the request of the firm, the Department reviewed the
certification for workers of the subject firm. The workers are
engaged in activities related the production of metal automotive
stampings and assemblies.
The company reports that workers leased from Aramark-
Uniform Service, CJBF, LLC, Ferrous Processing & Trading Co.,
Paragon Technologies and Severn Trent Services were employed
on-site at the Mansfield Metal Center, Mansfield, Ohio location
of General Motors Company, formerly known as General Motors
Corporation. The Department has determined that these workers
were sufficiently under the control of the subject firm to be
considered leased workers.
Based on these findings, the Department is amending this
certification to include workers leased from Aramark-Uniform
Service, CJBF, LLC, Ferrous Processing & Trading Co., Paragon
Technologies and Severn Trent Services working on site at the
Mansfield Metal Center, Mansfield, Ohio location of General
Motors Company, formerly known as General Motors Corporation.


The amended notice applicable to TA-W-71,329 is hereby
issued as follows:
“All workers of General Motors Company, formerly known as
General Motors Corporation, Mansfield Metal Center,
including on-site leased workers of Advantis Occupational
Health, Aerotek, American Food and Vending, Comprehensive
Logistics Company Inc., Development Dimensions
International, Hewlett Packard, Ideal Setech LLC, Interim
Health Care, Key Office Services, Knight Facilities
Management, Premier Manufacturing Support, Quaker Chemical
Corporation, Securitas Security Services US, Washington
Group International, Waste Management of Texas Inc,
Aramark-Uniform Service, CJBF, LLC, Ferrous Processing &
Trading Co., Paragon Technologies and Severn Trent
Services, Mansfield, Ohio, who became totally or partially
separated from employment on or after June 15, 2008,
through March 16, 2012, and all workers in the group
threatened with total or partial


separation from employment on the date of certification
through two years from the date of certification, are
eligible to apply for adjustment assistance under Chapter 2
of Title II of the Trade Act of 1974, as amended.”

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a Firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the workers in such
workers’ firm have become totally or partially separated, or
are threatened to become totally or partially separated; and

(2)(A)(i) the sales or production, or both, of such firm have
decreased absolutely; and

(ii)(I) imports of articles or services like or directly
competitive with articles produced or services supplied by
such firm have increased; and

(iii) the increase in imports described in clause (ii)
contributed importantly to such workers’ separation or
threat of separation and to the decline in the sales or
production of such firm.

The investigation was initiated in response to a petition
filed on June 22, 2009 by the International Union, United
Automobile, Aerospace, and Agricultural Implement Workers of
America (UAW), Local 549, on behalf of workers of General Motors
Company, formerly known as General Motors Corporation, Mansfield
Metal Center, Mansfield, Ohio. The workers are engaged in the
production of metal automotive stampings and assemblies, which
are shipped to affiliated plants where they are used in the
production of automobiles.
The worker group includes on-site leased workers of
Advantis Occupational Health, Aerotek, American Food and
Vending, Comprehensive Logistics Company Inc., Development
Dimensions International, Hewlett Packard, Ideal Setech LLC,
Interim Health Care, Key Office Services, Knight Facilities
Management, Premier Manufacturing Support, Quaker Chemical
Corporation, Securitas Security Services US, Washington Group
International, and Waste Management of Texas Inc.
The investigation revealed that workers of the Mansfield
Metal Center who are engaged in employment related to the
production of metal automotive stampings and assemblies meet
the criteria for certification.
The Mansfield Metal Center is part of an integrated
production process supporting automotive vehicle production at
several General Motors Company facilities, including General
Motors Corporation, Vehicle Manufacturing Division, Doraville
Assembly Plant, Doraville, Georgia. Workers at the Doraville
Assembly Plant were certified eligible to apply for adjustment
assistance based on increased aggregate imports of minivans like
or directly competitive with the Chevrolet Uplander and Pontiac
SV6. Workers at the Doraville Assembly Plant are affected by the
same factors that led to the certification of the workers
engaged in the production of automobiles at the affiliated
assembly plant.
Section 222(a)(1) has been met because a significant
proportion of workers has been separated in the relevant
period.
Section 222(a)(2)(A)(i) has been met because the sales
and production of metal automotive stampings and assemblies by
the Mansfield Metal Center have decreased during the relevant
period.
Section 222(a)(2)(A)(ii) has been met because U.S.
aggregate imports of articles like or directly competitive
with the Chevrolet Uplander and Pontiac SV6 produced by General
Motors Company have increased.
Finally, Section 222(a)(2)(A)(iii) has been met because
the increased U.S. aggregate imports contributed importantly
to the worker group separations and sales/production declines
at Mansfield Metal Center.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of General Motors
Company, formerly known as General Motors Corporation, Mansfield
Metal Center, Mansfield, Ohio, who are engaged in employment
related to the production of metal automotive stampings and
assemblies meet the worker group certification criteria under
Section 222(a) of the Act, 19 U.S.C. § 2272(a). In accordance
with Section 223 of the Act, 19 U.S.C. § 2273, I make the
following certification:







“All workers of General Motors Company, formerly known as
General Motors Corporation, Mansfield Metal Center,
including on-site leased workers of Advantis Occupational
Health, Aerotek, American Food and Vending, Comprehensive
Logistics Company Inc., Development Dimensions
International, Hewlett Packard, Ideal Setech LLC, Interim
Health Care, Key Office Services, Knight Facilities
Management, Premier Manufacturing Support, Quaker Chemical
Corporation, Securitas Security Services US, Washington
Group International, and Waste Management of Texas Inc,
Mansfield, Ohio, who became totally or partially separated
from employment on or after June 15, 2008, through two
years from the date of certification, and all workers in
the group threatened with total or partial separation from
employment on the date of certification through two years
from the date of certification, are eligible to apply for
adjustment assistance under Chapter 2 of Title II of the
Trade Act of 1974, as amended.”
