Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(c) of the Act, 19 U.S.C. § 2272(c), can be
satisfied if the following criteria are met:
I. a significant number or proportion of the workers in
the workers' firm or an appropriate subdivision of the
firm have become totally or partially separated, or
are threatened to become totally or partially
separated;

II. the workers' firm is a Supplier or Downstream Producer
to a firm that employed a group of workers who
received a certification of eligibility under Section
222(a) of the Act, 19 U.S.C. § 2272(a), and such
supply or production is related to the article or
service that was the basis for such certification; and

III. either
(A) the workers' firm is a supplier and the component
parts it supplied to the firm described in paragraph
(2) accounted for at least 20 percent of the
production or sales of the workers' firm; or
(B) a loss of business by the workers' firm with the firm
described in paragraph (2) contributed importantly to
the workers' separation or threat of separation.

Section 222(d) of the Act, 19 U.S.C. § 2272(d), defines the
term "Supplier" as "a firm that produces and supplies directly
to another firm component parts for articles, or in the supply
of services, as the case may be, that were the basis for a
certification of eligibility under subsection (a) [of Section
222 of the Act] of a group of workers employed by such other
firm."
The investigation was initiated in response to a petition
filed on May 20, 2009 by a company official on behalf of
workers of Ring Screw LLC- Fenton Operations, dba Acument
Global Technologies- Fenton Operations, Fenton, Michigan (TA-
W-70,260); Ring Screw LLC- Optical Boring, dba Acument Global
Technologies- Warren Operations- Hupp Road, Warren, Michigan
(TA-W-70,260A); Ring Screw LLC- Detroit Distribution Center,
dba Acument Global Technologies- Detroit Distribution Center,
Detroit, Michigan (TA-W-70,260B); Ring Screw LLC- Titan
Fasteners, dba Acument Global Technologies- North Holly Road
Operations, including on-site leased workers of Manpower,
Inc., Holly, Michigan (TA-W-70,260C); Burkland LLC, dba
Acument Global Technologies- Goodrich Operations, including
on-site leased workers of Entech Personnel Services, Inc.,
Goodrich, Michigan (TA-W-70,260D); Ring Screw LLC- Gainey

Operations, including on-site leased workers of Adecco Group
and SOS, Belvidere, Illinois (TA-W-70,260J); Camcar LLC-
Spencer Operations, dba Acument Global Technologies- Spencer
Operations, including on-site leased workers of Adecco Group,
Spencer, Tennessee (TA-W-70,260K); and Camcar LLC- Rochester
Operations, dba Acument Global Technologies- Rochester
Operations, Rochester, Indiana (TA-W-70,260L). Workers at
these subject facilities, or the "firm", are engaged in
activities related to the production of fasteners, precision
engineered metal parts and washers or provide support
functions. Workers are not separately identifiable by product
line.
The investigation revealed that workers of the "firm" who
are engaged in employment related to the production of
fasteners, precision engineered metal parts and washers meet
the criteria as suppliers for secondary worker certification.
Criterion I has been met because a significant number or
proportion of the workers at the "firm" have become totally or
partially separated.
Criterion II has been satisfied because workers of the
"firm" produced and sold fasteners, washers and precision
engineered metal parts to General Motors Corporation,
Doraville, Georgia (TA-W-63,941); Ford Motor Company,
Louisville, Kentucky (TA-W-61,974); Chrysler LLC, Detroit,
Michigan (TA-W-63,000); Delphi Corporation, Flint, Michigan
(TA-W-62,069); Delphi Corporation, Flint, Michigan (TA-W-
62,069A); and Delphi Corporation, Flint, Michigan (TA-W-
61,226) to be incorporated into automobiles and automotive
parts manufactured by these TAA certified primary firms.
Workers of General Motors Corporation, Doraville, Georgia (TA-
W-63,941); Ford Motor Company, Louisville, Kentucky (TA-W-
61,974); Chrysler LLC, Detroit, Michigan (TA-W-63,000); Delphi
Corporation, Flint, Michigan (TA-W-62,069); Delphi
Corporation, Flint, Michigan (TA-W-62,069A); and Delphi
Corporation, Flint, Michigan (TA-W-61,226) are covered by
certifications issued based on a shift in production or
increased imports.
Criterion III has been met because the fasteners, washers
and precision engineered metal parts produced by the "firm"
for General Motors Corporation, Doraville, Georgia (TA-W-
63,941); Ford Motor Company, Louisville, Kentucky (TA-W-
61,974); Chrysler LLC, Detroit, Michigan (TA-W-63,000); Delphi
Corporation, Flint, Michigan (TA-W-62,069); Delphi
Corporation, Flint, Michigan (TA-W-62,069A); and Delphi
Corporation, Flint, Michigan (TA-W-61,226) accounted for at
least 20 percent of the production or sales of the "firm".


Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Ring Screw LLC-
Fenton Operations, dba Acument Global Technologies- Fenton
Operations, Fenton, Michigan (TA-W-70,260); Ring Screw LLC-
Optical Boring, dba Acument Global Technologies- Warren
Operations- Hupp Road, Warren, Michigan (TA-W-70,260A); Ring
Screw LLC- Detroit Distribution Center, dba Acument Global
Technologies- Detroit Distribution Center, Detroit, Michigan
(TA-W-70,260B); Ring Screw LLC- Titan Fasteners, dba Acument
Global Technologies- North Holly Road Operations, including
on-site leased workers of Manpower, Inc., Holly, Michigan (TA-
W-70,260C); Burkland LLC, dba Acument Global Technologies-
Goodrich Operations, including on-site leased workers of

1974, as amended."
