Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
I. The first criterion (set forth in Section 222(a)(1) of the
Act, 19 U.S.C. § 2272(a)(1)) requires that a significant
number or proportion of the workers in the workers' firm
must have become totally or partially separated or be
threatened with total or partial separation.

II. The second criterion (set forth in Section 222(a)(2) of the
Act, 19 U.S.C. § 2272(a)(2)) may be satisfied if either:

(i)(I) there has been a shift by the workers' firm to a
foreign country in the production of articles or
supply of services like or directly competitive with
those produced/supplied by the workers' firm; OR
(i)(II) there has been an acquisition from a foreign
country by the workers' firm of articles/services that
are like or directly competitive with those
produced/supplied by the workers' firm.

III. The third criterion requires that the shift/acquisition
must have contributed importantly to the workers'
separation or threat of separation. See Section
222(a)(2)(B)(ii) of the Act, 19 U.S.C. §
2272(a)(2)(B)(ii).

The investigation was initiated in response to a petition
filed on May 19, 2009, by a company official on behalf of
workers of Chicago Sun-Times, Advertising Division, a
subsidiary of Sun-Times Media Group, Chicago, Illinois (TA-W-
70,180) (Chicago Times); Pioneer Press, Advertising Division,
a subsidiary of Sun-Times Media Group, Glenview, Illinois (TA-
W-70,180A) (Pioneer Press); The Doings, Advertising Division,
a subsidiary of Sun-Times Media Group, Hinsdale, Illinois (TA-
W-70,180B) (The Doings); Post-Tribune, Advertising Division, a
subsidiary of Sun-Times Media Group, Merrillville, Indiana
(TA-W-70,180C) (Post-Tribune); Fox Valley Publications,
Advertising Division, a subsidiary of Sun-Times Media Group,
Plainfield, Illinois (TA-W-70,180D) (Fox Valley Publications);
Fox Valley Publications, Aurora Beacon News, Advertising
Division, a subsidiary of Sun-Times Media Group, Aurora,
Illinois (TA-W-70,180E) (Aurora Beacon News); Fox Valley
Publications, Elgin Courier, Advertising Division, a
subsidiary of Sun-Times Media Group, Elgin, Illinois (TA-W-

70,180I) (Joliet Herald); Midwest Suburban Publishing,
Advertising Division, a subsidiary of Sun-Times Media Group,
Tinley Park, Illinois (TA-W-70,180J) (Midwest Publishing).
The workers provide advertising development and graphic arts
services.
The investigation revealed that workers of Chicago Times
(TA-W-70,180); Pioneer Press (TA-W-70,180A); The Doings (TA-W-
70,180B); Post-Tribune (TA-W-70,180C); Fox Valley Productions
(TA-W-70,180D); Aurora Beacon News (TA-W-70,180E); Elgin
Courier (TA-W-70,180F); Waukegan News (TA-W-70,180G); Sun
Publications (TA-W-70,180H); Joliet Herald (TA-W-70,180I);
Midwest Publishing (TA-W-70,180J) who are engaged in
employment related to providing advertising development and
graphic arts services meet the criteria for certification.
Criterion I has been met because employment at all
locations declined from 2007 to 2008, and during the partial
year period of January through May 2009 compared with the same
period of 2009.
Criterion II has been satisfied because the workers firm
has acquired from a foreign country services like or directly
competitive with services supplied by the workers.
Criterion III has been met because the acquisition of
advertising development and graphic arts services from India
and the Philippines by Sun-Times Media Group contributed
importantly to worker group separations at Chicago Times (TA-
W-70,180); Pioneer Press (TA-W-70,180A); The Doings (TA-W-
70,180B); Post-Tribune (TA-W-70,180C); Fox Valley Productions
(TA-W-70,180D); Aurora Beacon News (TA-W-70,180E); Elgin
Courier (TA-W-70,180F); Waukegan News (TA-W-70,180G); Sun
Publications (TA-W-70,180H); Joliet Herald (TA-W-70,180I);
Midwest Publishing (TA-W-70,180J).
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Chicago Sun-Times,
Advertising Division, a subsidiary of Sun-Times Media Group,
Chicago, Illinois (TA-W-70,180); Pioneer Press, Advertising
Division, a subsidiary of Sun-Times Media Group, Glenview,
Illinois (TA-W-70,180A); The Doings, Advertising Division, a
subsidiary of Sun-Times Media Group, Hinsdale, Illinois (TA-W-
70,180B) ; Post-Tribune, Advertising Division, a subsidiary of
Sun-Times Media Group, Merrillville, Indiana (TA-W-70,180C) ;
Fox Valley Publications, Advertising Division, a subsidiary of
Sun-Times Media Group, Plainfield, Illinois (TA-W-70,180D) ;
Fox Valley Publications, Aurora Beacon News, Advertising
Division, a subsidiary of Sun-Times Media Group, Aurora,
Illinois (TA-W-70,180E); Fox Valley Publications, Elgin
Courier, Advertising Division, a subsidiary of Sun-Times Media
Group, Elgin, Illinois (TA-W-70,180F); Fox Valley
Publications, Waukegan News Sun, Advertising Division, a
subsidiary of Sun-Times Media Group, Waukegan, Illinois (TA-W-

engaged in employment related to providing advertising
development and graphic arts services meet the worker group
certification criteria under Section 222(a) of the Act, 19
U.S.C. § 2272(a). In accordance with Section 223 of the Act, 19
U.S.C. § 2273, I make the following certification:
"All workers of Chicago Sun-Times, Advertising Division, a
subsidiary of Sun-Times Media Group, Chicago, Illinois
(TA-W-70,180); Pioneer Press, Advertising Division, a
subsidiary of Sun-Times Media Group, Glenview, Illinois
(TA-W-70,180A); The Doings, Advertising Division, a
subsidiary of Sun-Times Media Group, Hinsdale, Illinois

total or partial separation from employment on date of
certification through two years from the date of
certification, are eligible to apply for adjustment
assistance under Chapter 2 of Title II of the Trade Act of
1974, as amended."
