Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
and Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), and Section 246 of the Trade Act of 1974 (26 USC
2813), as amended, the Department of Labor issued a
Certification of Eligibility to apply for Worker Adjustment
Assistance and Alternative Trade Adjustment Assistance on
February 13, 2009, applicable to workers of Chrysler LLC,
including on-site leased workers from Caravan Knight, at the
Warren Truck Assembly Plant in Warren, Michigan. The notice was
published in the Federal Register on March 3, 2009 (74 FR 9278).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
assemble Dodge Dakota, Dodge Ran and Mitsubishi Raider pickups.
New information shows that workers leased from Design
Systems were employed on-site at the Warren Michigan location of
Chrysler LLC, Warren Truck Assembly Plant. The Department has
determined that these workers were sufficiently under the
control of the subject firm to be considered leased workers.
Based on these findings, the Department is amending this
certification to include workers leased from Design Systems
working on-site at the Warren Michigan location of Chrysler LLC,
Warren Truck Assembly Plant.
The amended notice applicable to TA-W-65,037 is hereby issued
as follows:
"All workers of Chrysler LLC, Warren Truck Assembly Plant,
including on-site leased workers from Caravan Knight and
Design Systems, Warren, Michigan, who become totally or
partially separated from employment on or after January 21,
2008 through February 13, 2011 are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974, and are also eligible to apply for alternative trade
adjustment assistance under Section 246 of the Trade Act of
1974.”

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
and Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met. It is determined in this case that the requirements
of (a)(2)(A) of Section 222 have been met.
The investigation was initiated on January 29, 2009, in
response to a petition filed by a company official on behalf of
workers of Chrysler LLC, Warren Truck Assembly Plant, Warren,
Michigan. The workers assemble Dodge Dakota, Dodge Ram and
Mitsubishi Raider pickups. Workers are not separately
identifiable by specific vehicle.
The worker group includes on-site leased workers from
Caravan Knight.
The investigation revealed that employment and sales
declined in 2008 compared with 2007.
The Department of Labor conducted an analysis of the United
States market share of vehicles like or directly competitive
with the vehicles assembled in Warren. The Dodge Dakota and
Mitsubishi Raider are small pickups; the Dodge Ram is a full-
sized pickup. The investigation determined that imports of such
vehicles increased their share of the U.S. market from 2007 to
2008, while the subject vehicles decreased their share of the
U.S. market. Sales of other domestically manufactured vehicles
in the same category declined as well.
Although aggregate U.S. sales of imported like or directly
competitive vehicles declined in 2008, sales of like vehicles
produced at the subject firm experienced much greater declines,
showing an increased consumer reliance on vehicles produced
abroad.
In addition, in accordance with Section 246 the Trade Act
of 1974 (26 USC 2813), as amended, the Department of Labor
herein presents the results of its investigation regarding
certification of eligibility to apply for alternative trade
adjustment assistance (ATAA) for older workers.
In order for the Department to issue a certification of
eligibility to apply for ATAA, the group eligibility
requirements of Section 246 of the Trade Act must be met. The
Department has determined in this case that the requirements of
Section 246 have been met.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that increases of imports of articles
like or directly competitive with the vehicles produced at the
subject plant contributed importantly to the total or partial
separation of workers and to the decline in sales or production at
that firm or subdivision. In accordance with the provisions of the
Act, I make the following certification:
"All workers of Chrysler LLC, Warren Truck Assembly Plant,
including on-site leased workers from Caravan Knight,
Warren, Michigan, who become totally or partially separated
from employment on or after January 21, 2008 through two
years from the date of certification are eligible to apply


for adjustment assistance under Section 223 of the Trade
Act of 1974, and are also eligible to apply for alternative
trade adjustment assistance under Section 246 of the Trade
Act of 1974.”
