Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), and Section 246 of the Trade Act of 1974 (26 USC
2813), as amended, the Department of Labor issued a Certification
of Eligibility to Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance on December 19, 2008,
applicable to workers of Chrysler LLC, Headquarters, Auburn
Hills, Michigan, Chrysler LLC, Technology Center, Auburn Hills,
Michigan and Chrysler LLC, Featherstone, Auburn Hills, Michigan.
The notice was published in the Federal Register on January 14,
2009 (74 FR 2136). The notice was amended on April 24, 2009 to
include on-site leased workers. The Notice was published in the
Federal Register on May 18, 2009 (74 FR 23216). The notice was
amended again on August 27, 2009 to include workers at the
Chrysler Office Building, an annex of the Headquarters at the
Auburn Hills Complex. The notice was published in the Federal
Register on September 22, 2009 (74 FR 48297). The notice was
amended again on September 29, 2009 to include on-site leased
workers. The notice was published in the Federal Register on
October 20, 2009 (74 FR 53762-53763).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
are engaged in activities related to the production automotive
vehicles and automotive vehicle parts.
New information shows that workers leased from V2soft were
employed on-site at the Auburn Hills, Michigan location of
Chrysler LLC, Technology Center.
The Department has determined that these workers were
sufficiently under the control of Chrysler LLC, Technology
Center, to be considered leased workers.
Based on these findings, the Department is amending this
certification to include workers leased from V2soft working on-
site at the Auburn Hills, Michigan location of Chrysler LLC,
Technology Center.
The amended notice applicable to TA-W-64,494 is hereby
issued as follows:

be considered leased workers.
Based on these findings, the Department is amending this
certification to include workers leased from INCAT, Ta Ta
Technologies, TechOps and Tech Team Global working on-site at the
Auburn Hills, Michigan locations of the subject firm.

At the request of the company official, the Department
reviewed the certification for workers of the subject firm. The
workers are engaged in activities related to the production
automotive vehicles and automotive vehicle parts. New information
shows that the company official inadvertently failed in include
workers at the Chrysler Office Building, an annex of the
Headquarters at the Auburn Hills Complex. Information also shows
that the Chrysler Office Building uses the same on-site leased
workers as the Headquarters.
The Department has determined that the Chrysler Office
Building workers were part of the same worker group as Chrysler
LLC, Headquarters, and that the leased workers were sufficiently
under the control of Chrysler LLC to be considered leased
workers.
Based on these findings, the Department is amending this
certification to include workers of the Chrysler Office Building
and the on-site leased workers.
The amended notice applicable to TA-W-64,643 is hereby
issued as follows:


"All workers of Chrysler LLC, Headquarters, Auburn
Hills, Michigan, including on-site leased workers from

Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), and Section 246 of the Trade Act of 1974 (26 USC
2813), as amended, the Department of Labor issued a Certification
of Eligibility to Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance on December 19, 2008,
applicable to workers of Chrysler LLC, Headquarters, Auburn
Hills, Michigan, Chrysler LLC, Technology Center, Auburn Hills,
Michigan and Chrysler LLC, Featherstone, Auburn Hills, Michigan.
The notice was published in the Federal Register on January 14,
2009 (74 FR 2136).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
are engaged in activities related to the production automotive
vehicles and automotive vehicle parts.
New information shows that workers leased from the above
mentioned firms were working on-site at the Chrysler LLC
Headquarters, Technology Center and Featherstone facilities.
The Department has determined that these workers were
sufficiently under the control of Chrysler LLC, Headquarters,
Technology Center and Featherstone to be considered leased
workers.
Based on these findings, the Department is amending this
certification to include workers leased from the above mentioned
firms working on-site at Auburn Hills, Michigan of the subject
firm.
The amended notice applicable to TA-W-64,494 is hereby
issued as follows:
"All workers of Chrysler LLC, Headquarters, Auburn
Hills, Michigan, including on-site leased workers from
Aerotek, Ajilon, Argos, Bartech Group, CDI Information
Services, Computer Consultants Of America, Inc., Computer

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
and Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(A) of
Section 222 have been met.
The investigation was initiated on December 10, 2008 in
response to a petition filed by the United Auto Workers, Locals
212, 412 and 889, on behalf of workers of Chrysler LLC,
Headquarters (TA-W-64,643), Technology Center (TA-W-64,643A), and
Featherstone (TA-W-64,643B), Auburn Hills, Michigan. The workers
are engaged in activities related to the production of automotive
vehicles and automotive vehicles parts. The three divisions in
Auburn Hills make up the subject firm’s headquarters. Workers are
separately identifiable by address within Auburn Hills, but are not
separately identifiable by product.
The investigation revealed that employment at Auburn Hills
declined from December 2, 2007 to December 2, 2008.
The investigation further revealed that the subject workers
supported production at Chrysler’s manufacturing affiliates,
including Chrysler LLC, St. Louis North Assembly Plant, Fenton,
Missouri. Workers at that facility were certified eligible to apply
for adjustment assistance on April 14, 2008 based on increased
aggregate imports of vehicles like or directly competitive with the
Dodge Ram (TA-W-63,052).
In addition, in accordance with Section 246 the Trade Act of
1974 (26 USC 2813), as amended, the Department of Labor herein
presents the results of its investigation regarding certification
of eligibility to apply for alternative trade adjustment assistance
(ATAA) for older workers.
In order for the Department to issue a certification of
eligibility to apply for ATAA, the group eligibility requirements
of Section 246 of the Trade Act must be met. The Department has
determined in this case that the requirements of Section 246 have
been met.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that increases of imports of articles
like or directly competitive with automotive vehicles and
automotive vehicle parts produced by the subject firm or
subdivision contributed importantly to the total or partial
separation of workers and to the decline in sales or production at
that firm or subdivision. In accordance with the provisions of the
Act, I make the following certification:
"All workers of Chrysler LLC, Headquarters (TA-W-64,643),
Technology Center (TA-W-64,643A), and Featherstone (TA-W-
64,643B), Auburn Hills, Michigan who became totally or
partially separated from employment on or after December 2,
2007 through two years from the date of certification are


eligible to apply for adjustment assistance under Section 223
of the Trade Act of 1974, and are also eligible to apply for
alternative trade adjustment assistance under Section 246 of
the Trade Act of 1974.”
