Amended Certification Regarding Eligibility
to Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), and Section 246 of the Trade Act of 1974 (26 USC
2813), as amended, the Department of Labor issued a Certification
of Eligibility to Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance on August 27, 2008,
applicable to workers of General Motors Corporation, vehicle
Manufacturing Division, Shreveport Assembly Plant, including on-
site leased workers of Developmental Dimensions International,
Shreveport, Louisiana. The notice was published in the Federal
Register on September 12, 2008 (73 FR 53045). The notice was
amended on October 9, 2008 to include on-site leased workers from
Premier Manufacturing Support Services. The notice was published
in the Federal Register on October 20, 2008 (73 FR 62321)
At the request of the petitioners, the Department reviewed
the certification for workers of the subject firm. The workers
assemble Chevrolet Colorado, GMC Canyon and Hummer H3 vehicles.
New information shows that workers of Delphi Corporation
were employed on-site to provide engineering support services at
the Shreveport Assembly Plant, Shreveport, Louisiana location of
General Motors, Vehicle Manufacturing Division.
The Department has determined that these workers were in
support and sufficiently under the control of the subject firm to
be included this certification.
Based on these findings, the Department is amending this
certification to include workers of Delphi Corporation working
on-site at the Shreveport Assembly Plant, Shreveport, Louisiana
location of the subject firm.
The intent of the Department’s certification is to include
all workers employed at General Motors Corporation, Vehicle
Manufacturing Division, Shreveport Assembly Plant, Shreveport,
Louisiana who were adversely affected by increased imports of
Chevrolet Colorado, GMC Canyon and Hummer H3 vehicles.


The amended notice applicable to TA-W-63,793 is hereby
issued as follows:
"All workers of General Motors Corporation, Vehicle
Manufacturing Division, Shreveport Assembly Plant,
including on-site leased workers from Developmental
Dimensions International, Premier Manufacturing Support
Services and including on-site workers from Delphi
Corporation, Shreveport, Louisiana, who became totally
or partially separated from employment on or after
August 1, 2007, through August 27, 2010, are eligible
to apply for adjustment assistance under Section 223 of
the Trade Act of 1974, and are also eligible to apply
for alternative trade adjustment assistance under
Section 246 of the Trade Act of 1974.”

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
and Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(A) of
Section 222 have been met.
The investigation was initiated on August 4, 2008, in response
to a petition filed by a state agency representative on behalf of
workers of General Motors Corporation, Vehicle Manufacturing
Division, Shreveport Assembly Plant, Shreveport, Louisiana. The
workers assemble Chevrolet Colorado, GMC Canyon and Hummer H3.
Workers are not separately identifiable by specific vehicle.
The worker group includes on-site leased workers from
Developmental Dimensions International.
The investigation revealed that employment and sales declined
in 2007 compared with 2006, and also declined in January through
July 2008 compared with the same period in 2007.
The Department of Labor conducted an analysis of the United
States market share of vehicles like or directly competitive with
the vehicles produced in Shreveport. Chevrolet Colorado and GMC
Canyon are small pickups; Hummer H3 is a lower mid-range sport-
utility vehicle. The investigation determined that imports of such
vehicles increased their share of the U.S. market from 2006 to
2007, while the subject vehicles decreased their share of the U.S.
market. Sales of other domestically manufactured vehicles in the
same category declined as well.
Although aggregate U.S. sales of imported like or directly
competitive vehicles declined in 2007, sales of like vehicles
produced at the subject firm experienced much greater declines,
showing an increased consumer reliance on vehicles produced abroad.
In addition, in accordance with Section 246 the Trade Act of
1974 (26 USC 2813), as amended, the Department of Labor herein
presents the results of its investigation regarding certification
of eligibility to apply for alternative trade adjustment assistance
(ATAA) for older workers.
In order for the Department to issue a certification of
eligibility to apply for ATAA, the group eligibility requirements
of Section 246 of the Trade Act must be met. The Department has
determined in this case that the requirements of Section 246 have
been met.
Conclusion
After careful review of the facts obtained in the investigation,
I determine that increases of imports of articles like or directly
competitive with the vehicles produced at the subject plant
contributed importantly to the total or partial separation of workers
and to the decline in sales or production at that firm or
subdivision. In accordance with the provisions of the Act, I make the
following certification:


"All workers of General Motors Corporation, Vehicle
Manufacturing Division, Shreveport Assembly Plant, including
on-site leased workers from Developmental Dimensions
International, Shreveport, Louisiana, who become totally or
partially separated from employment on or after August 1, 2007
through two years from the date of certification are eligible
to apply for adjustment assistance under Section 223 of the
Trade Act of 1974, and are also eligible to apply for
alternative trade adjustment assistance under Section 246 of
the Trade Act of 1974.”
