Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor issued
a Certification of Eligibility to Apply for Worker Adjustment
Assistance and Alternative Trade Adjustment on March 28, 2008,
applicable to workers of Chrysler, LLC, Manufacturing Truck and
Activity Division, Jefferson North Assembly Plant, Detroit,
Michigan. The notice was published in the Federal Register on
April 11, 2008 (73 FR 19899). The notice was amended on October
29, 2008 include on-site leased workers from Technical
Engineering Consultants, Inc. The notice was published in the
Federal Register on November 7, 2008 (73 FR 66271).
At the request of the State Agency, the Department reviewed
the certification for workers of the subject firm. The workers
assemble Jeep Commanders and Jeep Grand Cherokees, a substantial


portion of which are shipped to an affiliated plant where they
are used in the assembly of automotive vehicles.
New information shows that workers leased from Caravan
Knight Facilities Management LLC were employed on-site at the
Detroit, Michigan location of Chrysler, LLC, Manufacturing Truck
and Activity Division, Jefferson North Assembly Plant. The
Department has determined that these workers were sufficiently
under the control of the subject firm to be considered leased
workers.
Based on these findings, the Department is amending this
certification to include workers leased from Caravan Knight
Facilities Management, LLC, working on-site at the Detroit,
Michigan location of Chrysler, LLC, Manufacturing Truck and
Activity Division, Jefferson North Assembly Plant.


The amended notice applicable to TA-W-63,000 is hereby
issued as follows:
"All workers of Chrysler, LLC, Manufacturing Truck and
Activity Division, Jefferson North Assembly Plant,
including on-site leased workers from Technical
Engineering Consultants, Inc., and Caravan Knight
Facilities Management LLC, Detroit, Michigan, who
became totally or partially separated from employment
on or after March 12, 2007, through March 28, 2010, are
eligible to apply for alternative trade adjustment
assistance under Section 246 of Trade Act of 1974.”

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
and Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(A) of
Section 222 have been met.
The investigation was initiated on March 13, 2008, in response
to a petition filed by the United Auto Workers, Local 7, on behalf
of workers of Chrysler LLC, Manufacturing Truck and Activity
Division, Jefferson North Assembly Plant, Detroit, Michigan. The
workers assemble Jeep Commanders and Jeep Grand Cherokees. Workers
are not separately identifiable by specific vehicle.
The investigation revealed that employment and sales declined
in 2007 compared with 2006, and also declined in January through
February 2008 compared with the same period in 2007.
The Department of Labor conducted an analysis of the United
States market share of vehicles like or directly competitive with
the vehicles produced at the Jefferson North Assembly Plant. The
investigation determined that imports of such vehicles increased
their share of the U.S. market from 2006 to 2007 and in January
through February 2008 compared with the same period in 2007, while
Jeep Commanders and Grand Cherokees decreased their share of the
U.S. market. Sales of other domestically manufactured vehicles in
the same category declined as well.
Although aggregate U.S. sales of imported like or directly
competitive vehicles declined in 2007 and the partial year 2008
period, sales of like vehicles produced at the subject firm
experienced much greater declines, showing an increased consumer
reliance on vehicles produced abroad.
In addition, in accordance with Section 246 the Trade Act of
1974 (26 USC 2813), as amended, the Department of Labor herein
presents the results of its investigation regarding certification
of eligibility to apply for alternative trade adjustment assistance
(ATAA) for older workers.
In order for the Department to issue a certification of eligibility
to apply for ATAA, the group eligibility requirements of Section
246 of the Trade Act must be met. The Department has determined in
this case that the requirements of Section 246 have been met.
Conclusion
After careful review of the facts obtained in the investigation,
I determine that increases of imports of articles like or directly
competitive with the vehicles produced at the subject plant
contributed importantly to the total or partial separation of workers
and to the decline in sales or production at that firm or
subdivision. In accordance with the provisions of the Act, I make the
following certification:


"All workers of Chrysler LLC, Manufacturing Truck and Activity
Division, Jefferson North Assembly Plant, Detroit, Michigan,
who became totally or partially separated from employment on
or after March 12, 2007 through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974, and are also
eligible to apply for alternative trade adjustment assistance
under Section 246 of the Trade Act of 1974.”
