Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met. It is determined in this case that the requirements
of (a)(2)(A) of Section 222 have been met.
The investigation was initiated in response to a petition
received on July 11, 2007 and filed by a state agency
representative on behalf of workers at Quaker Fabric Corporation
of Fall River, Plant A\B-700, Fall River, Massachusetts (TA-W-
61,815); Quaker Fabric Corporation of Fall River, Plant C-710,
Fall River, Massachusetts (TA-W-61,815A); and Quaker Fabric
Corporation of Fall River, Plant J-720, Fall River, Massachusetts
(TA-W-61,815B). The company official requested that sale offices
and distribution facilities be included: Quaker Fabric
Corporation of Fall River, Tupelo Sales Office, Tupelo,
Mississippi (TA-W-61,815C); Quaker Fabric Corporation of Fall
River, Distribution Center (DC) and Warehouse in Verona, Verona,
Mississippi (TA-W-61,815D); Quaker Fabric Corporation of Fall
River, Los Angeles Distribution Center, City of Industry,
California (TA-W-61,815E); Quaker Fabric Corporation of Fall
River, High Point Sales Office, High Point, North Carolina (TA-W-
61,815F); Quaker Fabric Corporation of Fall River, Hickory Sales
Office, Hickory, North Carolina (TA-W-61,815G) and Quaker Fabric
Corporation of Fall River, Chicago Sales Office, Wilmette,
Illinois (TA-W-61,815H). The workers are engaged in activities
related to the production of upholstery fabric and novelty yarns
(TA-W-61,815, TA-W-61,815A and TA-W-61,815B) and other support
locations (warehouse, distribution and sales operations) for
manufacturing facilities of Quaker Fabric Corporation of Fall
River, Fall River, Massachusetts (TA-W-61,815C through TA-W-
61,815H).
The investigation revealed that all facilities experienced
employment declines. The investigation also revealed that
company production of upholstery fabric and novelty yarns
declined during the relevant period.
The investigation further revealed that the company
increased their reliance on imported upholstery fabric and
novelty yarns during the relevant period.



The workers at Quaker Fabric Corporation of Fall River, Fall
River, Massachusetts at Plant A\B-700, (TA-W-61,815); Plant C-
710, (TA-W-61,815A); and Plant J-720, (TA-W-61,815B) were
certified for Trade Adjustment Assistance (TAA) and Alternative
Trade Adjustment Assistance (ATAA) on April 27, 2005. The
certification expired on April 27, 2007.
In accordance with Section 246 of the Trade Act of 1974 (26
USC 2813), as amended, the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for alternative trade adjustment assistance
(ATAA) for older workers.
In addition, in order for the Department to issue a
certification of eligibility to apply for ATAA, the group
eligibility requirements of Section 246 of the Trade Act must be
met. The Department has determined in this case that the
requirements of Section 246 have been met.
A significant number of workers at the firm are age 50 or
over and possess skills that are not easily transferable.
Competitive conditions within the industry are adverse.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that increases of imports of articles
like or directly competitive with upholstery fabric and novelty
yarns produced at Quaker Fabric Corporation of Fall River, Fall
River, Massachusetts contributed importantly to the total or
partial separation of workers and to the decline in sales or
production at that firm or subdivision. In accordance with the
provisions of the Act, I make the following certification:
"All workers of Quaker Fabric Corporation of Fall River,
Plant A\B-700, Fall River, Massachusetts (TA-W-61,815);
Quaker Fabric Corporation of Fall River, Plant C-710, Fall
River, Massachusetts (TA-W-61,815A); and Quaker Fabric
Corporation of Fall River, Plant J-720, Fall River,
Massachusetts (TA-W-61,815B) who became totally or partially
separated from employment on or after April 28, 2007 through
two years from the date of certification are eligible to
apply for adjustment assistance under Section 223 of the
Trade Act of 1974 and are also eligible to apply for
alternative trade adjustment assistance under Section 246 of
the Trade Act of 1974."

"All workers of Quaker Fabric Corporation of Fall River,
Tupelo Sales Office, Tupelo, Mississippi (TA-W-61,815C);
Quaker Fabric Corporation of Fall River, Distribution Center
(DC) and warehouse in Verona, Verona, Mississippi (TA-W-
61,815D); Quaker Fabric Corporation of Fall River, Los
Angeles Distribution Center, City of Industry, California
(TA-W-61,815E); Quaker Fabric Corporation of Fall River,
High Point Sales Office, High Point, North Carolina (TA-W-
61,815F); Quaker Fabric Corporation of Fall River, Hickory
Sales Office, Hickory, North Carolina (TA-W-61,815G) and
Quaker Fabric Corporation of Fall River, Chicago Sales
Office, Wilmette, Illinois (TA-W-61,815H) who became totally
or partially separated from employment on or after July 10,
2006 through two years from the date of certification are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974 and are also eligible to apply
for alternative trade adjustment assistance under Section
246 of the Trade Act of 1974."
