Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), and Section 246 of the Trade Act of 1974 (26 USC
2813), as amended, the Department of Labor issued a Certification
of Eligibility to Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance on September 19, 2006,
applicable to workers of Honeywell Security and Custom
Electronics, a subsidiary of Honeywell International, Inc.,
Syosset, New York. The notice was published in the Federal
Register October 2, 2006 (71 FR 58012). The certification was
previously amended on September 27, 2006 to include the Ademco
name and to correct the impact date. The notice was published in
the Federal Register on October 4, 2006 (71 FR 58632)
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
are engaged in the production of alarm device equipment.

New information shows that following a corporate decision,
the subject firm is currently known as Honeywell Security, an
unincorporated division of Honeywell International, Inc.
Information also shows that in June 2007, the subject firm
previously located in Syosset, New York has relocated to
Melville, New York.
Accordingly, the Department is amending this certification
to correct the subject firm name and to reflect the new location
Melville, New York.
The intent of the Department’s certification is to include
all workers of Honeywell Security and Custom Electronics, a
subsidiary of Honeywell International, Inc., currently known as
Honeywell Security, an unincorporated division of Honeywell
International, Inc., who were adversely affected a shift in
production to Mexico.



The amended notice applicable to TA-W-59,990 is hereby
issued as follows:
"All workers of Honeywell Security and Custom Electronics, a
subsidiary of Honeywell International, Inc., currently known
as Honeywell Security, an unincorporated division of
Honeywell International, Inc., Syosset, New York, now
located in Melville, New York, who became totally or
partially separated from employment on or after January 7,
2006, through September 19, 2008, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974 and are also eligible to apply for alternative trade
adjustment assistance under Section 246 of the Trade Act of
1974."

In accordance with Section 223 of the Trade Act of 1974 (19

2813), as amended, the Department of Labor issued a Certification
of Eligibility to Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance on September 19, 2006,

Security and Custom Electronics, Syosset, New York. The notice
will be published soon in the Federal Register.
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
are engaged in the production of alarm device equipment.
New findings show that there was a previous certification,
TA-W-53,773, issued on January 6, 2004, for workers of Ademco, a
division of Honeywell Security and Custom Electronics, a
subsidiary of Honeywell International, Inc., Syosset, New York
who were engaged in employment related to the production of alarm
device equipment. That certification expires January 6, 2006.
To avoid an overlap in worker group coverage, the certification
is being amended to change the impact date from August 30, 2005
to January 7, 2006, for workers of the subject firm.
The amended notice applicable to TA-W-59,990 is hereby
issued as follows:
"All workers of Ademco a division of Honeywell Security and

Custom Electronics, a subsidiary of Honeywell International,
Inc., Syosset, New York, who became totally or partially
separated from employment on or after January 7, 2006,
through September 19, 2008, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974 and are also eligible to apply for alternative trade
adjustment assistance under Section 246 of the Trade Act of
1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(B) of
Section 222 have been met.
The investigation was initiated on September 1, 2006, in
response to a petition filed by a state workforce representative on
behalf of workers of Honeywell International, Inc., Honeywell
Security and Custom Electronics, Syosset, New York. The workers
produce alarm device equipment.
The investigation revealed that the preponderance in the
declines in employment at Honeywell International, Inc., Honeywell
Security and Custom Electronics, Syosset, New York is related to a
shift in production of alarm device equipment to a country (Mexico)
that is a party to a free trade agreement with the United States.
In addition, in accordance with Section 246 of the Trade Act
of 1974 (26 USC 2813), as amended, the Department of Labor herein
presents the results of its investigation regarding certification
of eligibility to apply for Alternative Trade Adjustment Assistance
(ATAA) for older workers.
In order for the Department to issue a certification of
eligibility to apply for ATAA, the group eligibility requirements
of Section 246 of the Trade Act must be met. The Department has
determined in this case that the requirements of Section 246 have
been met.
A significant number of workers at the firm are age 50 or over
and possess skills that are not easily transferable. Competitive
conditions within the industry are adverse.










Conclusion
After careful review of the facts obtained in the
investigation, I conclude that there was a shift in production from
the workers’ firm or subdivision to Mexico of articles that are
like or directly competitive with the alarm device equipment
produced by the subject firm or subdivision. In accordance with the
provisions of the Act, I make the following certification:
"All workers of Honeywell International, Inc., Honeywell
Security and Custom Electronics, Syosset, New York who became
totally or partially separated from employment on or after
August 30, 2005 through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974 and are also
eligible to apply for alternative trade adjustment assistance
under Section 246 of the Trade Act of 1974."
