Certification Regarding Eligibility
To Apply for Trade Adjustment Assistance
And Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(B) of
Section 222 have been met.
The investigation was initiated on February 23, 2006 in
response to a petition filed by a company official on behalf of
workers of Spirit Mountain Logistics, LLC, working at Hewlett-
Packard, Corvallis, Oregon. The subject firm provides on-site "on-
demand" inventory logistics operation.
The investigation revealed that workers of Spirit Mountain
Logistics, LLC were providing on-site services to Hewlett-Packard
from 2004 through February 2006, providing logistical services for
supplies and inventory. Workers of Hewlett-Packard Company,
Imaging & Printing Group-Technology Platforms Division, Corvallis,
Oregon (TA-W-56,696) were certified eligible to apply for trade
adjustment assistance under petition number TA-W-56,696, which
expires on April 7, 2007.
The investigation revealed that employment of Spirit Mountain
Logistics, LLC declined as a result of the shift of production work
at Hewlett-Packard Company, Imaging & Printing Group-Technology
Platforms Division, Corvallis, Oregon to Singapore.
The petitioner also requested consideration for alternative
trade adjustment assistance (ATAA). Since the workers of Hewlett-
Packard Company, Imaging & Printing Group-Technology Platforms
Division, Corvallis, Oregon, are certified eligible to apply for
ATAA, the Department is extending that eligibility to the employees
of Spirit Mountain Logistics, LLC, working at Hewlett-Packard,
Corvallis, Oregon.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that a shift of production to Singapore
of the inkjet cartridges produced by Hewlett-Packard Company,
Imaging & Printing Group-Technology Platforms Division, Corvallis,
Oregon, contributed importantly to the total or partial separation
of workers at that firm or subdivision. In accordance with the
provisions of the Act, I make the following certification:


"Workers employed by Spirit Mountain Logistics, LLC, working
at Hewlett-Packard, Corvallis, Oregon, who became totally or
partially separated from employment on or after February 22,
2005 through two years from the date of certification are
eligible to apply for adjustment assistance under Section 223
of the Trade Act of 1974, and are also eligible to apply for
alternative trade adjustment assistance under Section 246 of
the Trade Act of 1974."
