Negative Determination Regarding Eligibility
To Apply For Worker Adjustment Assistance And
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
The investigation was initiated on October 13, 2005 in
response to a petition filed by the Aircraft Mechanics Fraternal
Association on behalf of workers of Alaska Airlines Inc.,
Aircraft Mechanics Department, Seattle/Tacoma International
Airport, Seattle, Washington (TA-W-58,127); Alaska Airlines
Inc., Aircraft Mechanics Department, Anchorage International
Airport, Anchorage, Alaska (TA-W-58,127A); Alaska Airlines Inc.,
Aircraft Mechanics Department, Metropolitan Oakland
International Airport, Oakland, California (TA-W-58,127B);
Alaska Airlines Inc., Aircraft Mechanics Department, San
Francisco International Airport, San Francisco, California (TA-

International Airport, Phoenix, Arizona (TA-W-58,127Q). The
workers at the subject facilities perform maintenance and repair
of machinery and mechanical devices, and automotive and building
and maintenance and repair work.
The investigation determined that the Alaska Airlines Inc.,
Aircraft Maintenance Departments at the following locations do
not produce an article within the meaning of Section 222(a)(2)
of the Act: Seattle/Tacoma International Airport, Seattle,
Washington (TA-W-58,127); Anchorage International Airport,
Anchorage, Alaska (TA-W-58,127A); Metropolitan Oakland
International Airport, Oakland, California (TA-W-58,127B); San
Francisco International Airport, San Francisco, California (TA-
W-58,127C); Los Angeles International Airport, Los Angeles,
California (TA-W-58,127D); Juneau International Airport, Juneau,
Alaska (TA-W-58,127E); Grant County International Airport, Moses
Lake, Washington (TA-W-58,127F); Snohomish County Airport (Paine
Field), Everett, Washington (TA-W-58,127G); Will Rogers World
Airport, Oklahoma City, Oklahoma (TA-W-58,127H); Wiley Post/W.
Rogers M. Airport, Barrow, Alaska (TA-W-58,127I); Fairbanks
International Airport, Fairbanks, Alaska (TA-W-58,127J);
Ketchikan International Airport, Ketchikan, Alaska (TA-W-
58,127K); Nome Airport, Nome, Alaska (TA-W-58,127L); Kotzebue
Airport, Kotzebue, Alaska (TA-W-58,127M); Prudhoe Bay/Deadhorse
Airport, Prudhoe Bay, Alaska (TA-W-58,127N); Sitka Airport,
Sitka, Alaska (TA-W-58,127O); Portland International Airport,
Portland, Oregon (TA-W-58,127P); and Phoenix Sky Harbor
International Airport, Phoenix, Arizona (TA-W-58,127Q).
In order to be considered eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974, the
worker group seeking certification (or on whose behalf
certification is being sought) must work for a "firm" or
appropriate subdivision that produces an article and there must
be a relationship between the workers' work and the article
produced by the workers' firm or appropriate subdivision. The
maintenance workers described above do not support a firm or
appropriate subdivision that produces an article domestically,
and thus the worker group cannot be considered import impacted
or affected by a shift in production of an article.
In addition, in accordance with Section 246 the Trade Act
of 1974 (26 USC 2813), as amended, the Department of Labor
herein presents the results of its investigation regarding
certification of eligibility to apply for alternative trade
adjustment assistance (ATAA) for older workers.
In order for the Department to issue a certification of
eligibility to apply for ATAA, the worker groups must be
certified eligible to apply for trade adjustment assistance
(TAA). Since the workers are denied eligibility to apply for
TAA, the workers cannot be certified eligible for ATAA.
Conclusion
After careful review of the facts obtained in this
investigation, I determine that all workers of Alaska Airlines
Inc., Aircraft Mechanics Department, Seattle/Tacoma
International Airport, Seattle, Washington (TA-W-58,127); Alaska
Airlines Inc., Aircraft Mechanics Department, Anchorage
International Airport, Anchorage, Alaska (TA-W-58,127A); Alaska
Airlines Inc., Aircraft Mechanics Department, Metropolitan
Oakland International Airport, Oakland, California (TA-W-
58,127B); Alaska Airlines Inc., Aircraft Mechanics Department,
San Francisco International Airport, San Francisco, California
(TA-W-58,127C); Alaska Airlines Inc., Aircraft Mechanics
Department, Los Angeles International Airport, Los Angeles,
California (TA-W-58,127D); Alaska Airlines Inc., Aircraft
