Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(B) of
Section 222 have been met.
The investigation was initiated in response to a petition
received on June 29, 2005 in response to a petition filed by a
company official on behalf of workers of Thomasville Furniture
Industries, Inc., Plant SFD, Lexington, North Carolina (TA-W-
57,478); Thomasville Furniture Industries, Inc., Plant E,
Thomasville, North Carolina (TA-W-57,478A); Thomasville Furniture
Industries, Inc., Central Machine Facility, Thomasville, North
Carolina (TA-W-57,478B); Thomasville Furniture Industries, Inc.,
Central Lumber yard, Thomasville, North Carolina (TA-W-57,478C);
Thomasville Furniture Industries, Inc., Central Dry Kiln,
Thomasville, North Carolina (TA-W-57,478D); Thomasville Furniture
Industries, Inc., Wood Waste, Thomasville, North Carolina (TA-W-
57,478E); Thomasville Furniture Industries, Inc., Plant 64 Lumber
Stacker, Lexington, North Carolina (TA-W-57,478F) and Thomasville
Furniture Industries, Inc., Plant 64 Lumber Processing, Lexington,
North Carolina (TA-W-57,478G). The workers produce furniture
components.
Workers at Plant SFD (TA-W-57,478) and Plant E (TA-W-57,478A)
were previously certified eligible to apply for Trade Adjustment
assistance on March 10, 2003 (TA-W-50,150B and TA-W-50,150A).
Those certifications expired March 10, 2005.
This investigation revealed that all the above plants are
vertically integrated and workers are engaged in employment related
to the supplying of component parts for household wood furniture to
Thomasville Furniture Industries, Inc., Plant A, Thomasville, North
Carolina. Workers at that facility were certified eligible to
apply for adjustment assistance on January 13, 2004 based on an
expected increase in imports following a shift of production abroad
(TA-W-53,515).
In accordance with Section 246 the Trade Act of 1974 (26 USC
2813), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of
eligibility to apply for alternative trade adjustment assistance
(ATAA) for older workers.
In addition, in order for the Department to issue a
certification of eligibility to apply for ATAA, the group
eligibility requirements of Section 246 of the Trade Act must be
met. The Department has determined in this case that the
requirements of Section 246 have been met.
A significant number of workers at the firm are age 50 or
over and possess skills that are not easily transferable.
Competitive conditions within the industry are adverse.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of the above named plants
qualify as adversely affected secondary workers under Section 222
of the Trade Act of 1974, as amended. In accordance with the
provisions of the Act, I make the following certification:
"All workers of Thomasville Furniture Industries, Inc.,
Central Machine Facility, Thomasville, North Carolina (TA-W-
57,478B); Thomasville Furniture Industries, Inc., Central
Lumber yard, Thomasville, North Carolina (TA-W-57,478C);
Thomasville Furniture Industries, Inc., Central Dry Kiln,
Thomasville, North Carolina (TA-W-57,478D); Thomasville
Furniture Industries, Inc., Wood Waste, Thomasville, North
Carolina (TA-W-57,478E); Thomasville Furniture Industries,
Inc., Plant 64 Lumber Stacker, Lexington, North Carolina (TA-
W-57,478F) and Thomasville Furniture Industries, Inc., Plant
64 Lumber Processing, Lexington, North Carolina (TA-W-57,478G)
who became totally or partially separated from employment on
or after June 29, 2004, and all workers of Thomasville
Furniture Industries, Inc., Plant SFD, Lexington, North
Carolina (TA-W-57,478) and Thomasville Furniture Industries,
Inc., Plant E, Thomasville, North Carolina (TA-W-57,478A) who
became totally or partially separated from employment on or
after March 11, 2005 through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974. All of the above
worker groups are also eligible to apply for alternative trade
adjustment assistance under Section 246 of the Trade Act of
1974, as amended.”
