Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met. It is determined in this case that the requirements
of (a)(2)(A) of Section 222 have been met.
The investigation was initiated on January 6, 2005 in
response to a petition filed on by a company official on behalf
of workers at Springs Industries, Sardis Plant, Sardis,
Mississippi (TA-W-56,295), Springs Industries, Wamsutta Plant,
Anderson, South Carolina (TA-W-56,295A), Springs Industries,
Custom Designs, Fullerton, California (TA-W-56,295B), Springs
Industries, Ellijay Plant, Ellijay, Georgia (TA-W-56,295C), and
Springs Industries, Columbus Facility, Columbus, Indiana (TA-W-
56,295D). The workers at the Springs Industries, Sardis Plant,
Sardis, Mississippi (TA-W-56,295) produce shower curtains and
bathroom accessories. The workers at the Springs Industries,
Wamsutta Plant, Anderson, South Carolina (TA-W-56,295A) produced
unfinished fabric for sheets and bedding. The workers at the
Springs Industries, Custom Designs, Fullerton, California (TA-W-
56,295B) produced comforters and bedding accessories. The
workers at the Springs Industries, Ellijay Plant, Ellijay,
Georgia (TA-W-56,295C) produced accent rugs. The workers at the
Springs Industries, Columbus Facility, Columbus, Indiana
(TA-W-56,295D) supported the production of accent rugs at the
Ellijay Plant.
Sardis, Mississippi (TA-W-56,295):

The investigation revealed that from 2003 to 2004
employment at the subject firm declined. The firm also leased
on-site workers from Diversco.
Production of shower curtains and bathroom accessories at
the Sardis Plant decreased from 2003 to 2004.
Additionally, from 2003 to 2004 company imports of shower
curtains and bathroom accessories increased.
Wamsutta Plant, Anderson, South Carolina (TA-W-56,295A):

The investigation revealed that from 2003 to 2004
employment at the subject firm declined. The firm also leased
on-site workers from Johnson Controls.
During the relevant period production of unfinished fabric
for sheets and bedding declined.
From 2003 to 2004, the company increased its reliance on
imports of unfinished fabric for sheets and bedding.
Custom Designs, Fullerton, California (TA-W-56,295B):

The investigation revealed that from 2003 to 2004,
employment at the Custom Designs plant declined. The firm also
leased on-site workers from Staffmark.
Production of comforters and bedding accessories at the
subject facility declined during the relevant period.
The company increased imports of comforters and bedding
accessories from 2003 to 2004.
Ellijay, Georgia (TA-W-56,295C):

The investigation revealed that from 2003 to 2004,
employment at the Ellijay Plant declined. The firm also leased
on-site workers from Defender Services.
Production of accent rugs at the subject firm plant
declined during the relevant period.
The investigation revealed that the subject firm increased
reliance on imports of accent rugs. Furthermore, aggregate U.S.
imports for consumption of accent rugs increased from January
through November 2004 when compared to the same time period of
the previous year.
Columbus, Indiana (TA-W-56,295D):

Employment at the subject firm declined during the past
year. The workers at the Columbus, Indiana facility support
production of accent rugs at the Ellijay plant.
In addition, in accordance with Section 246 the Trade Act
of 1974 (26 USC 2813), as amended, the Department of Labor
herein presents the results of its investigation regarding
certification of eligibility to apply for alternative trade
adjustment assistance (ATAA) for older workers.
In order for the Department to issue a certification of
eligibility to apply for ATAA, the group eligibility
requirements of Section 246 of the Trade Act must be met. The
Department has determined in these cases that the requirements
of Section 246 have been met for all facilities.
A significant number of workers at the facilities are age
50 or over and possess skills that are not easily transferable.
Competitive conditions within the respective industries are
adverse.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that increases of imports of articles
like or directly competitive with shower curtains and bathroom
accessories produced by Springs Industries, Sardis Plant,
Sardis, Mississippi (TA-W-56,295), unfinished fabric for sheets
and bedding produced by Springs Industries, Wamsutta Plant,
Anderson, South Carolina (TA-W-56,295A), comforters and bedding
accessories produced by Springs Industries, Custom Designs,
Fullerton, California (TA-W-56,295B), and accent rugs produced
by Springs Industries, Ellijay Plant, Ellijay, Georgia (TA-W-
56,295C), contributed importantly to the total or partial
separation of workers and to the decline in sales or production
at that firm or subdivision.
In accordance with the provisions of the Act, I make the
following certification:


"All workers of Springs Industries, Sardis Plant, including
on-site leased workers of Diversco, Sardis, Mississippi
(TA-W-56,295); Springs Industries, Wamsutta Plant,
including on-site leased workers of Johnson Controls,
Anderson, South Carolina (TA-W-56,295A); Springs
Industries, Custom Designs, including on-site leased
workers of Staffmark, Fullertonn, California (TA-W-
56,295B); Springs Industries, Ellijay Plant, including on-
site leased workers of Defender Services, Ellijay, Georgia
(TA-W-56,295C); and Springs Industries, Columbus Facility,
Columbus, Indiana (TA-W-56,295D), who became totally or
partially separated from employment on or after January 5,
2004, through two years from the date of certification are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974, and are also eligible to
apply for alternative trade adjustment assistance under
section 246 of the Trade act of 1974."
