Certification Regarding Eligibility
To Apply for Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(B) of
Section 222 have been met.
The investigation was initiated on March 26, 2004 in response
to a petition filed by a company official on behalf of workers at
Century Fasteners Corporation, SCI Technology, Inc., Enclosure
Division, Richmond, Kentucky. The subject firm provides on-site
inventory management of industrial fasteners to workers who
manufacture stamped metal parts.
The investigation revealed that workers of Century Fasteners
Corporation were contracted on-site to SCI Technology, Inc. to
provide inventory management of industrial fasteners to the workers
who manufacture stamped metal parts during the relevant period.
Workers of SCI Technology, Inc., Enclosure Division, A subsidiary
of Sanmina-SCI, Richmond, Kentucky, were certified eligible to
apply for trade adjustment assistance under petition number TA-W-
54,318.
The investigation revealed that Century Fasteners Corporation
employment declined as a result of the shift of production work at
SCI Technology, Inc., Enclosure Division, A subsidiary of Sanmina-
SCI, Richmond, Kentucky to Mexico.
The investigation further revealed that Century Fasteners
Corporation has a contract with SCI Technology, Inc., and conducts
their duties on site at the affected location.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that a shift of production to Mexico of
the stamped metal parts produced by SCI Technology, Inc., Enclosure
Division, A subsidiary of Sanmina-SCI, Richmond, Kentucky,
contributed importantly to the total or partial separation of
workers of Century Fasteners Corporation. In accordance with the
provisions of the Act, I make the following certification:






"Workers employed by Century Fasteners Corporation, SCI
Technology, Inc., Enclosure Division, Richmond, Kentucky, who
became totally or partially separated from employment on or
after March 17, 2003 through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974.
