Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance as a secondarily affected worker group, the group
eligibility requirements of paragraph (b) of Section 222 of the
Trade Act, as amended, must be met. It is determined in the case of
Assurance Manufacturing, Inc., Minneapolis, Minnesota that the
requirements of (b) of Section 222, as amended, have been met.
The investigation was initiated on February 12, 2004, in
response to a petition filed by a state agency representative on
behalf of workers of Assurance Manufacturing, Inc., Minneapolis,
Minnesota. The workers produce precision sheet metal parts; they
are not separately identifiable by product line.
The investigation also revealed that the subject facility
leased some of its production workers from Atlas Staffing
Incorporated, Coon Rapids, Minnesota. In addition, the subject
firm acquired Model Engineering in October of 2002.
The investigation also revealed that employment at the subject
firm declined from 2002 to 2003.
The investigation further revealed that Assurance
Manufacturing, Inc., Minneapolis, Minnesota, supplied component
parts to firms whose workers were certified eligible to apply for
adjustment assistance. The loss of business with these firms
contributed importantly to the workers separation.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Assurance Manufacturing,
Inc., Minneapolis, Minnesota, qualify as adversely affected
secondary workers under Section 222 of the Trade Act of 1974.
In accordance with the provisions of the Act, I make the
following certification:



"All workers of the Assurance Manufacturing, Inc., formerly
known as Model Engineering, including workers leased from
Atlas Staffing, Inc., Minneapolis, Minnesota, who became
totally or partially separated from employment on or after
February 11, 2003, through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974."
