Amended Certifications Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on January
13, 2004 applicable to workers of Thomasville Furniture Industries,
Inc., Plant V, New Veneer Division, Thomasville, North Carolina
(TA-W-53,515G), and Thomasville Furniture Industries, Inc., Plant
V, Old Veneer Division, Thomasville, North Carolina (TA-W-53,515H).
The notice was published in the Federal Register on February 6,
2004 (69 FR 5867).
At the request of the petitioners, the Department reviewed the
certification for workers of the subject facilities. New
information shows that the designations “Old Veneer Division” and
“New Veneer Division” within Plant V are incorrect. Rather, there
is a New Plant V and an Old Plant V. The workers of both facilities
are engaged in employment related to the production of veneered
furniture faces used in residential wood furniture finished at
other domestic Thomasville production facilities.
Based on these findings, the Department is amending the
certification to include all workers of Thomasville Furniture
Industries, Inc., New Plant V, Thomasville, North Carolina (TA-W-
53,515G), and Thomasville Furniture Industries, Inc., Old Plant V,
Thomasville, North Carolina (TA-W-53,515H).
The amended notice applicable to TA-W-53,515G and TA-W-53,515H
is hereby issued as follows:
"All workers of Thomasville Furniture Industries, Inc.,
New Plant V, Thomasville, North Carolina (TA-W-53,515G),
and Thomasville Furniture Industries, Inc., Old Plant V,
Thomasville, North Carolina (TA-W-53,515H), who became
totally or partially separated from employment on or
after November 7, 2002 through January 13, 2006 are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance and
Alternative Trade Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
The investigation was initiated on November 13, 2003 in
response to a petition filed by a company official on behalf of
workers of Thomasville Furniture Industries, Inc., Plant A,
Thomasville, North Carolina (TA-W-53,515); Thomasville Furniture
Industries, Inc., Plant C, Thomasville, North Carolina (TA-W-
53,515A); Thomasville Furniture Industries, Inc., Plant D,
Thomasville, North Carolina (TA-W-53,515C); Thomasville Furniture
Industries, Inc., Plant N, Thomasville, North Carolina (TA-W-
53,515F); Thomasville Furniture Industries, Inc., Plant V, New
Veneer Division, Thomasville, North Carolina (TA-W-53,515G);
Thomasville Furniture Industries, Inc., Plant V, Old Veneer
Division, Thomasville, North Carolina (TA-W-53,515H); and
Thomasville Furniture Industries, Inc., Plant X, Thomasville, North
Carolina (TA-W-53,515J).
The workers at the subject facilities are involved in the
production of residential wood household furniture under the
Thomasville Furniture label. Thomasville Furniture Industries
operates a number of facilities that are vertically integrated with
some plants making components of furniture and others that make the
final products.
Workers at Plant A (TA-W-53,515) make bedroom furniture; the
workers at Plant C (TA-W-53,515A) make dining room furniture; the
workers at Plant D (TA-W-53,515B) make dining room furniture; the
workers at Plant N (TA-W-53,515F) prepare lumber for making
furniture parts; the workers at Plant V, New Veneer Division (TA-W-
53,515G) and Old Veneer Division (TA-W-53,515H) make wood veneers;
and the workers at Plant X (TA-W-53,515J) prepare furniture cores
for veneering.
The investigation revealed that employment at the subject
facilities declined during the period of January through October
2003 when compared to the same period in 2002.
The investigation further revealed that the preponderance of
declines is related to a shift in production to the Philippines,
China, and Indonesia.
Moreover, the investigation revealed that imports of
residential wood household furniture increased during the relevant
period.
In accordance with Section 246 the Trade Act of 1974 (26 USC
2813), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for alternative trade adjustment assistance (ATAA) for
older workers.
In addition, in order for the Department to issue a
certification of eligibility to apply for ATAA, the group
eligibility requirements of Section 246 of the Trade Act must be
met. The Department has determined in this case that the
requirements of Section 246 have been met.
A significant number of workers at the subject facilities are
age 50 or over and possess skills that are not easily
transferable. Competitive conditions within the industry are
adverse.



Conclusion
After careful review of the facts obtained in the
investigation, I determine that that there was a shift to be an
increase in imports of like or directly competitive articles. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of Thomasville Furniture Industries, Inc., Plant
A, Thomasville, North Carolina (TA-W-53,515); Thomasville
Furniture Industries, Inc., Plant C, Thomasville, North
Carolina (TA-W-53,515A); Thomasville Furniture Industries,
Inc., Plant D, Thomasville, North Carolina (TA-W-53,515C);
Thomasville Furniture Industries, Inc., Plant N, Thomasville,
North Carolina (TA-W-53,515F); Thomasville Furniture
Industries, Inc., Plant V, New Veneer Division, Thomasville,
North Carolina (TA-W-53,515G); Thomasville Furniture
Industries, Inc., Plant V, Old Veneer Division, Thomasville,
North Carolina (TA-W-53,515H); and Thomasville Furniture
Industries, Inc., Plant X, Thomasville, North Carolina (TA-W-
53,515J) who became totally or partially separated from
employment on or after November 7, 2002, through two years
from the date of certification are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974, and are also eligible to apply for alternative trade
adjustment assistance under Section 246 of the Trade Act of
1974.”
