Certification Regarding Eligibility to Apply for
Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
The investigation was initiated on September 23, 2003 in
response to a petition filed by a state agency representative on
behalf of workers at Safer Textile Processing Corporation, a
subsidiary of Safer Holding Corporation, Newark, New Jersey (TA-W-
52,910). A company official requested that the petition be expanded
to include Safer Paper and Transfer Printing Corporation, a
subsidiary of Safer Holding Corporation, East Rutherford, New
Jersey (TA-W-52,910A); Safer Pigment Corporation, a subsidiary of
Safer Holding Corporation, Newark, New Jersey (TA-W-52,910B);
Meadows Knitting Corporation, a subsidiary of Safer Holding
Corporation, Newark, New Jersey (TA-W-52,910C); and Kuttner Prints,
Inc., a subsidiary of Safer Holding Corporation, Newark, New Jersey
(TA-W-52,910D). The workers of the subject facilities are
vertically integrated to produce fabric for the apparel industry.
The workers of Safer Textile Processing Corporation, a
subsidiary of Safer Holding Corporation, Newark, New Jersey (TA-W-
52,910) dye and finish fabric. The workers of Safer Paper and
Transfer Printing Corporation, a subsidiary of Safer Holding
Corporation, East Rutherford, New Jersey (TA-W-52,910A) print on
fabric through a heat transfer paper process. The workers of Safer
Pigment Corporation, a subsidiary of Safer Holding Corporation,
Newark, New Jersey (TA-W-52,910B) print on fabric through a dye
injection process. The workers of Meadows Knitting Corporation, a
subsidiary of Safer Holding Corporation, Newark, New Jersey (TA-W-
52,910C) manufacture fabric from raw materials. The workers of
Kuttner Prints, Inc., a subsidiary of Safer Holding Corporation,
Newark, New Jersey (TA-W-52,910D) manage operations at the other
facilities, as well as carrying out all sales and billing
activities.
The investigation revealed that employment at the subject
facilities decreased from 2001 to 2002 and during the period of
January through August 2003, when compared to the same period in
2002.
The investigation further revealed that Safer Textiles
Processing Corporation supplies fabric to manufacturers of apparel
whose workers are certified eligible to apply for adjustment
assistance, and the loss of business by the subject firm
contributed importantly to the workers separations.



Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Safer Textile Processing
Corporation, a subsidiary of Safer Holding Corporation, Newark, New
Jersey (TA-W-52,910), Safer Paper and Transfer Printing
Corporation, a subsidiary of Safer Holding Corporation, East
Rutherford, New Jersey (TA-W-52,910A), Safer Pigment Corporation, a
subsidiary of Safer Holding Corporation, Newark, New Jersey (TA-W-
52,910B), Meadows Knitting Corporation, a subsidiary of Safer
Holding Corporation, Newark, New Jersey (TA-W-52,910C), and Kuttner
Prints, Inc., a subsidiary of Safer Holding Corporation, Newark,
New Jersey (TA-W-52,910D) qualify as adversely affected secondary
workers under Section 222 of the Trade Act of 1974, as amended. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of Safer Textile Processing Corporation, a
subsidiary of Safer Holding Corporation, Newark, New Jersey
(TA-W-52,910), Safer Paper and Transfer Printing Corporation,
a subsidiary of Safer Holding Corporation, East Rutherford,
New Jersey (TA-W-52,910A), Safer Pigment Corporation, a
subsidiary of Safer Holding Corporation, Newark, New Jersey
(TA-W-52,910B), Meadows Knitting Corporation, a subsidiary of
Safer Holding Corporation, Newark, New Jersey (TA-W-52,910C),
and Kuttner Prints, Inc., a subsidiary of Safer Holding
Corporation, Newark, New Jersey (TA-W-52,910D) who became
totally or partially separated from employment on or after
September 10, 2002, through two years from the date of
certification are eligible to apply for trade adjustment
assistance under Section 223 of the Trade Act of 1974."
