Certification Regarding Eligibility to Apply for
Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
The investigation was initiated in response to a petition
received on July 17, 2003, and filed by a company official on
behalf of workers at American Bag Corporation, a division of
Milliken & Company, Stearns, Kentucky. Workers at the subject firm
produce automotive airbags and car seats.
The investigation revealed that sales, production, and
employment at the subject firm decreased absolutely from 2001 to
2002 and from January through June of 2003 when compared to the
same period in 2002.
The investigation further revealed that American Bag
Corporation, a division of Milliken & Company, Stearns, Kentucky is
an upstream supplier of airbags who lost business with a producer
of airbag cushions whose workers were certified eligible to apply
for trade adjustment assistance.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that workers of American Bag Corporation,
a division of Milliken & Company, Stearns, Kentucky are adversely
affected secondary workers under Section 222 of the Trade Act of
1974, as amended. In accordance with the provisions of the Act, I
make the following certification:
"All workers of American Bag Corporation, a division of
Milliken & Company, Stearns, Kentucky who became totally or
partially separated from employment on or after November 21,
2002, through two years from the date of certification are
eligible to apply for adjustment assistance under Section 223
of the Trade Act of 1974."
