Certification Regarding Eligibility
To Apply For Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance as a
secondarily affected worker group.
The investigation was initiated in response to a petition
received on June 10, 2003 and filed by a company official on
behalf of workers at Borden Chemical, Inc., Mt. Jewett,
Pennsylvania. The workers produce urea formaldehyde resin.
The investigation revealed that employment at Borden
Chemical, Inc., Mt. Jewett, Pennsylvania declined during the
period under investigation.
The investigation further revealed that Borden Chemical,
Inc., Mt. Jewett, Pennsylvania, is a supplier firm, whose workers
produce urea formaldehyde resin to customers, who produce
particleboard.



The subject firm lost business with a major customer whose
workers were certified eligible to apply for Trade Adjustment
Assistant (TAA). The certification was based on the customer
increasing their import purchases of particleboard. The
identifying number of that Trade Adjustment Assistance
certification is TA-W-51,545.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that a loss of business with a
manufacturer whose customers increased their import purchases of
particleboard, contributed importantly to the separation of
workers of Borden Chemical, Inc., Mt. Jewett, Pennsylvania. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of Borden Chemical, Inc., Mt. Jewett,
Pennsylvania, who became totally or partially separated from
employment on or after June 6, 2002, through two years from
the date of certification, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974, as amended."
