Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met. It is determined in this case that the requirements
of (a)(2)(B) of Section 222 have been met.
The investigation was initiated June 10, 2003 in response
to a petition filed by a company official on behalf of workers
at Martinrea Industries, Inc., Manchester Division, Manchester,
Michigan, and the Grand Street Division in Dexter, Michigan.
The workers at the Manchester Division, of Martinrea Industries,
Inc., produced stainless steel and brake mill tubing. The
workers of Martinrea Industries, Inc., Grand Street Division in
Dexter, Michigan, are engaged in the production of brake line
fabrication.
Some of the workers wages were reported to the Unemployment
Insurance (UI) tax account for Pilot Industries, Inc.
The investigation revealed employment at the Martinrea
Industries, Inc., Manchester Division, Manchester, Michigan,
declined from January through May in 2003 when compared to the
same time period in 2002.
The preponderance in the declines in employment at the
Manchester Division of the subject firm is related to a shift in
plant production of stainless steel and brake mill tubing to a
country (Canada) that is a party to a free trade agreement with
the United States.
With respect to the workers at Martinrea Industries, Inc.,
Grand Street Division in Dexter, Michigan, the petitioner has
requested that the petition be withdrawn. Consequently, no
further investigation would serve no purpose.


Conclusion
After careful review of the facts obtained in the
investigation, I conclude that there was a shift in production
from Martinrea Industries, Inc., Manchester Division,
Manchester, Michigan to Canada of articles that are like or
directly competitive with the stainless steel and brake mill
tubing produced by the subject firm.
In accordance with the provisions of the Act, I make the
following certification:
"All workers of Martinrea Industries, Inc., Pilot
Industries, Inc., Manchester Division, Manchester,
Michigan, engaged in employment related to the production
of stainless steel and brake mill tubing, who became
totally or partially separated from employment on or after
June 9, 2002 through two years from the date of
certification are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
