Certification Regarding Eligibility to Apply for
Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
In order to make an affirmative determination and issue a
certification of eligibility for secondary workers to apply for
Trade Adjustment Assistance, the group eligibility requirements of
paragraph (b) of Section 222 of the Trade Act, as amended, must be
met. It is determined in this case that the requirements of (b) of
Section 222, as amended, have been met.
The investigation was initiated on May 22, 2003 in response to
a petition filed on behalf of workers of Unifi, Inc., Nylon
Division, Plant #3, Madison, North Carolina (TA-W-51,852); Unifi,
Inc., Dyed Division, Plant #4, Reidsville, North Carolina (TA-W-
51,852A); Unifi, Inc., Dyed Division, Plant #15, Mayodan, North
Carolina (TA-W-51,852B); Unifi, Inc., Nylon Division, Plant #7,
Madison, North Carolina (TA-W-51,852C); and, Unifi, Inc., Corporate
Office, in Greensboro, North Carolina (TA-W-51,852D) are the
subjects of this investigation. The investigation was expanded to
include Unifi, Inc., Nylon Division, Plant #1, Madison, North
Carolina (TA-W-51,852E); Unifi, Inc., Nylon Division, Plant 5,
Madison, North Carolina (TA-W-51,852F); Unifi, Inc., Dyed Division,
Plant #2, Reidsville, North Carolina (TA-W-51,852G); Unifi/SANS,
Spinning Division, Stonesville, North Carolina (TA-W-51,852H);
Unifi, Inc., Polyester Division, Plant #22, Staunton, Virginia (TA-
W-51,852I); Unifi, Inc., Polyester Division, Plant T1, Yadkinville,
North Carolina (TA-W-51,852J); Unifi, Inc., Polyester Division,
Plant T2, Yadkinville, North Carolina (TA-W-51,852K); Unifi, Inc.,
Polyester Division, Plant T4, Yadkinville, North Carolina (TA-W-
51,852L); Unifi, Inc., Polyester Division, Plant T5, Yadkinville,
North Carolina (TA-W-51,852M); Unifi, Inc., Spinning Division,

51,852R); and, Unifi, Inc., Warehouse, Fort Payne, Alabama (TA-W-
51,852S). The subject firm produced textured, dyed, twisted beamed
and covered polyester yarns; and, textured and covered nylon yarns.
The workers at Spinning Division, Plant F1, Yadkinville, North
Carolina produced polyester partially oriented yarn used in the
company's production of textured yarns. Workers at Nylon Division,
Plant #3, Madison, North Carolina; Polyester Division, Plants T1,
T4, and T5, Yadkinville, North Carolina; Dyed Division, Plant #2,
Reidsville, North Carolina; and, Dyed Division, Unifi-Glentouch,
Altamahaw, North Carolina produced textured polyester yarns. A
substantial amount of the textured polyester yarn produced at these
plants was processed further into dyed, twisted, beamed and covered
yarns by the company. Workers at Polyester Division, Plant T1,
Yadkinsville, North Carolina also produced twisted polyester yarn.
Workers at Polyester Division, Plant T2, Yadkinsville, North
Carolina produced commingled polyester yarn. Workers at Plant #22,
Staunton, Virginia produced draw warped and conventional beamed
polyester yarns. Workers at Dyed Division, Plant #4, Reidsville,
North Carolina; and Dyed Division, Plant #15, Mayodan, North
Carolina produced dyed polyester yarns. Workers at Nylon Division,
Plant #3, Madison, North Carolina also produced covered polyester.
Workers at Nylon Division, Plants #1 and #3, Madison, North
Carolina produced textured nylon yarns. Some textured nylon yarns
production at these plants was used at other company plants to
produce covered nylon yarns. Workers at Nylon Division, Plants #3,
#5 and #7, Madison, North Carolina produced covered nylon spandex
and rubber yarns. Workers at Spinning Division, Unifi/SANS,
Stoneville, North Carolina produced industrial nylon threads yarn.
Workers in warehouses at Central Distribution Center, Madison,
North Carolina; Warehouses 1 & 2, Yadkinville, North Carolina; and
Fort Payne, Alabama provided warehousing and operation support.
Workers at the Corporate Office in Greensboro, North Carolina
provided office and administrative support. The workers are
separately identifiable by plant in most cases but not by product
line.
The investigation revealed that the subject firm's Dyed
Division: Plants #2 and #4, Reidsville, North Carolina; Unifi,
Inc., Plant #15, Mayodan, North Carolina; and Unifi-Glentouch,
Altamahaw, North Carolina; and, Polyester Division: Unifi, Inc.,
Plants T1, T2, T4 and T5, Yadkinville, North Carolina; and,
Unifi, Inc., Plant #22, Staunton, Virginia supplies component
parts for jacquard furniture fabrics and knitted fabric,
respectively, and at least 20 percent of its production or sales
is supplied to manufacturers whose workers were certified
eligible to apply for adjustment assistance.
The investigation revealed that the Unifi, Inc., Nylon
Division: Plants #1, #3, #5 and #7 in Madison, North Carolina
supplies component parts for socks and hosiery and a loss of
business with this manufacturer, whose workers were certified
eligible to apply for adjustment assistance, contributed
importantly to the workers separation or threat of separation at
these Nylon Division plants.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Unifi, Inc., Dyed
Division, Plant #4, Reidsville, North Carolina; Unifi, Inc., Dyed
Division, Plant #2, Reidsville, North Carolina; Unifi, Inc., Dyed
Division, Plant #15, Mayodan, North Carolina; Unifi/Glentouch Yarn
Company LLC, Inc., Dyed Division, Altamahaw, North Carolina; Unifi,
Inc., Polyester Division, Plant T1, Yadkinville, North Carolina;
Unifi, Inc., Polyester Division, Plant T2, Yadkinville, North
Carolina; Unifi, Inc., Polyester Division, Plant T4, Yadkinville,
North Carolina; and, Unifi, Inc., Polyester Division, Plant T5,
Yadkinville, North Carolina; Unifi, Inc., Polyester Division, Plant
#22, Staunton, Virginia; Unifi, Inc., Nylon Division, Plant #1,
Madison, North Carolina; Unifi, Inc., Nylon Division, Plant #3,
Madison, North Carolina; Unifi, Inc., Nylon Division, Plant #5,
Madison, North Carolina; and, Unifi, Inc., Nylon Division, Plant
#7, Madison, North Carolina qualify as adversely affected secondary
workers under Section 222 of the Trade Act of 1974, as amended. In
accordance with the provisions of the Act, I make the following
certification:


"All workers of Unifi, Inc., Nylon Division, Plant #3,
Madison, North Carolina (TA-W-51,852); Unifi, Inc., Dyed
Division, Plant #4, Reidsville, North Carolina (TA-W-51,852A);
Unifi, Inc., Dyed Division, Plant #15, Mayodan, North Carolina
(TA-W-51,852B); Unifi, Inc., Nylon Division, Plant #7,
