Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on July 9,
2003, applicable to workers of National Steel Corporation,
Corporate Headquarters, Mishakawa, Indiana, Granite City
Division, Granite City, Illinois, Great Lakes Operations, Ecorse,
Michigan, Midwest Operations, Portage, Indiana, ProCoil
Corporation, Canton, Michigan, Technical Research Center,
Trenton, Michigan, National Steel Pellet Company, Keewatin,
Minnesota and Delray Connecting Railroad, Detroit, Michigan.
The notice was published in the Federal Register on July 22, 2003
(68 FR 43371).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
are engaged in the production of flat rolled steel.
New information shows that United States Steel purchased the
assets of National Steel Corporation on May 20, 2003 and some of
the workers separated from employment at the subject firm had
their wages reported under a separate unemployment insurance (UI)
tax account for United States Steel Corporation.
Accordingly, the Department is amending the certification to
properly reflect this matter.
The intent of the Department’s certification is to include
all workers of National Steel Corporation who were adversely
affected by increased imports.


The amended notice applicable to TA-W-51,611 is hereby
issued as follows:
"All workers of National Steel Corporation (NSC), United
States Steel Corporation, Corporate Headquarters, Mishakawa,
Indiana (TA-W-51,611); National Steel Corporation, United
States Steel Corporation, Granite City Division, Granite
City, Indiana (TA-W-51,611A); National Steel Corporation,
United States Steel Corporation, Great Lakes Operations,
Ecorse, Michigan (TA-W-51,611B); National Steel Corporation,
United States Steel Corporation, Midwest Operations,
Portage, Indiana (TA-W-51,611C); ProCoil Corporation, United
States Steel Corporation, Canton, Michigan (TA-W-51,611D);
National Steel Corporation, Technical Research Center,
Trenton, Michigan (TA-W-51,611E), National Steel Pellet
Company, United States Steel Corporation, Keewatin,

are eligible to apply for adjustment assistance under
Section 223 of the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(A) of
Section 222 have been met.
The investigation was initiated on April 25, 2003, in response
to a petition filed by a company official on behalf of workers of
National Steel Corporation (NSC), Corporate Headquarters,
Mishakawa, Indiana (TA-W-51,611); National Steel Corporation,
Granite City Division, Granite City, Indiana (TA-W-51,611A);
National Steel Corporation, Great Lakes Operations, Ecorse,
Michigan (TA-W-51,611B); National Steel Corporation, Midwest
Operations, Portage, Indiana (TA-W-51,611C); ProCoil Corporation,
Canton, Michigan (TA-W-51,611D); Technical Research Center,
Trenton, Michigan (TA-W-51,611E); National Steel Pellet Company,
Keewatin, Minnesota (TA-W-51,611F); NSL Incorporated, Portage,
Indiana (TA-W-51,611G); TMH, Portage, Indiana (TA-W-51,611H); and,
Delray Connecting Railroad, Detroit, Michigan (TA-W-51,611I). The
workers were engaged in the production of flat rolled steel,
including hot rolled, cold rolled, galvanized, tin and chrome
plated products for automotive, construction and container markets.
Granite City Division and Great Lakes facilities were vertically
integrated steelmaking and finishing facilities that produced hot
rolled, cold rolled, hot dipped galvanized and Galvalume® steel;
and, hot rolled, cold rolled, hot dipped and electro – galvanized,
and tin milled steel, respectively. The Midwest plant, a finishing
facility, produced cold rolled, galvanized, Galvalume® and tin mill
steel products. National Steel Pellet Company produced iron ore
pellets used by the company as raw material in its steelmaking.
Procoil Corporation is a steel processing facility. NSC Technical
Research Center provides research relative to steelmaking
processes. NSL Inc., TMH and Delray Connecting Railroad provide
transportation support in large part to the company’s steelmaking
production. Workers are separately identifiable by plant, but not
by product in most instances.
Company-wide sales of hot rolled, cold rolled and hot dipped
Galvalume® steel decreased during the relevant period.
Company employment declined during the relevant period.
Granite City Division
Hot rolled steel accounted for the majority of the division’s
total sales in 2001, 2002 and January-March 2003.
U.S. imports of sheet hot rolled carbon steel increased both
absolutely and relatively in 2002 compared to 2001.
The Department conducted a survey of major declining customers
of the Granite City Division regarding their purchases of cold
rolled, hot dipped galvanized and hot dipped Galvalume® steel in
2001, 2002 and January-March 2002. The survey revealed that
respondents, accounting for an important percentage of the subject
division’s sales decline in 2002 compared to 2001 and in January-
March 2003 compared to the same period in 2002, increased their
purchases of hot rolled steel from foreign firms while decreasing
their purchases of hot rolled steel from the subject firm in 2002
compared to 2001 and in January-March 2003 compared to the same
period in 2002.
Midwest Operations
The Midwest Operations finished important percentages of steel
produced at both the company’s Granite City and Great Lakes
facilities.
The Department conducted a survey of major declining customers
of the Midwest Operations regarding their purchases of cold rolled,
hot dipped galvanized and hot dipped Galvalume® in 2001, 2002 and
January-March 2002. The survey revealed that a respondent,
accounting for an important percentage of the subject division’s
business in 2001, increased its purchases of cold rolled steel from
foreign firms relative to its subject operation purchases of cold
rolled steel, while decreasing its purchases of cold rolled steel
from the subject operation in 2002 compared to 2001.
Great Lakes Operations
The Great Lakes facility also produced cold rolled steel. This
facility had a similar customer base to Midwest operations and
served essentially the same markets.
ProCoil
The majority of steel processed at ProCoil is shipped from
Great Lakes and Midwest operations.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that increases of imports of articles
like or directly competitive with hot rolled and cold rolled steel
produced at National Steel Corporation (NSC), Corporate
Headquarters, Mishakawa, Indiana; National Steel Corporation,
Granite City Division, Granite City, Indiana; National Steel
Corporation, Great Lakes Operations, Ecorse, Michigan; National
Steel Corporation, Midwest Operations, Portage, Indiana; ProCoil
Corporation, Canton, Michigan; National Steel Corporation,
Technical Research Center, Trenton, Michigan; National Steel Pellet
Company, Keewatin, Minnesota; NSL Incorporated, Portage, Indiana;
TMH, Portage, Indiana; and, Delray Connecting Railroad, Detroit,
Michigan contributed importantly to the total or partial separation
of workers and to the decline in sales or production at that firm
or subdivision. In accordance with the provisions of the Act, I
make the following certification:


"All workers of National Steel Corporation (NSC), Corporate
Headquarters, Mishakawa, Indiana (TA-W-51,611); National Steel
Corporation, Granite City Division, Granite City, Indiana (TA-
W-51,611A); National Steel Corporation, Great Lakes
Operations, Ecorse, Michigan (TA-W-51,611B); National Steel
Corporation, Midwest Operations, Portage, Indiana (TA-W-
51,611C); ProCoil Corporation, Canton, Michigan (TA-W-
51,611D); National Steel Corporation, Technical Research
Center, Trenton, Michigan (TA-W-51,611E); National Steel
