Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met. It is determined in this case that the requirements
of (a)(2)(A) of Section 222 have been met.
The investigation was initiated on April 22, 2003 in
response to a petition filed by the company on behalf of workers
at Lexington Fabrics, Inc., Finishing Plant, Florence, Alabama
(TA-W-51,558) Lexington Fabrics, Inc., Sewing Plant,
Rogersville, Alabama (TA-W-51,559A), Lexington Fabrics, Inc.,
Lexington Fabrics, Sewing Plant, Florence, Alabama (TA-W-
51,558B), Lexington Fabrics, Inc., Knitting, Cutting, Packing
Plant, Lexington, Alabama (TA-W-51,558C).
The workers are engaged in employment related to the
production of knitted sportswear, primarily t-Shirts.
The investigation revealed that sales, production and
employment declined during the relevant period.
The investigation further revealed that U.S. aggregate
imports of men's and boys' shirts increased during the relevant
period. The U.S. import to U.S. shipment ratio of men's and
boys' shirts is estimated to be greater than 100 percent during
relevant period.
The investigation also revealed that the workers at
Lexington Fabrics, Inc., Finishing Plant, Florence, Alabama (TA-
W-38,924) were under an existing certification which expires May
29, 2003.

Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with knitted sportswear, primarily
t-shirts at Lexington Fabrics, Inc., Finishing Plant, Florence,
Alabama (TA-W-51,558) Lexington Fabrics, Inc., Sewing Plant,
Rogersville, Alabama (TA-W-51,559A), Lexington Fabrics, Inc.,
Lexington Fabrics, Sewing Plant, Florence, Alabama (TA-W-
51,558B), Lexington Fabrics, Inc., Knitting, Cutting, Packing
Plant, Lexington, Alabama (TA-W-51,558C), contributed
importantly to the total or partial separation of workers and to
the decline in sales or production and at that firm or
subdivision.
In accordance with the provisions of the Act, I make the
following certification:
"All workers of Lexington Fabrics, Inc., Finishing Plant,
Florence, Alabama (TA-W-51,558) who became totally or
partially separated from employment on or after May 30,
2003 through two years from the date of certification are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974." and




"All workers of Lexington Fabrics, Inc., Sewing Plant,
Rogersville, Alabama (TA-W-51,559A), Lexington Fabrics,
Inc., Lexington Fabrics, Sewing Plant, Florence, Alabama
(TA-W-51,558B), Lexington Fabrics, Inc., Knitting, Cutting,
Packing Plant, Lexington, Alabama (TA-W-51,558C) who became
totally or partially separated from employment on or after
April 15. 2002 through two years from the date of
certification are eligible to apply for adjustment assis-
tance under Section 223 of the Trade Act of 1974."
