Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met. It is determined in this case that the requirements
of (a)(2)(A) of Section 222 have been met.
The investigation was initiated in response to a petition
initiated on April 17, 2003 and filed by a company official on
behalf of workers at Sony Technology Center, Display Device
Division, San Diego, California (TA-W-51,532) engaged in the
production of cathode ray tubes, Sony Technology Center, Display
Systems of America Division, San Diego, California (TA-W-
51,532A) engaged in the production of computer displays and Sony
Technology Center, Information Technologies Division, San Diego,
California (TA-W-51,532B) engaged in the production of Sony VAIO
PCs.
Display Device Division
The investigation revealed that employment declined at the
Sony Technology Center, Display Device Division, San Diego,
California (TA-W-51,532) from 2001 to 2002 and declined again
from January through March 2003 when compared to the same time
period in 2002.
The investigation also revealed that the Display Device
Division (TA-W-51,532) shifted the production of cathode ray
tubes to a country (Singapore) that is a party to a free trade
agreement with the United States.
Display Systems of America
The investigation revealed that employment declined at the
Sony Technology Center, Display Systems of America Division, San
Diego, California (TA-W-51,532A) from 2001 to 2002.
The investigation also revealed that company imports of
computer displays increased from 2001 to 2002 and declined again
from January through March 2003 when compared to the same time
period in 2002.
Furthermore, the investigation revealed that Sony
Technology Center, Display Systems of America Division, San
Diego, California also leased workers from Adecco Staffing,
Onsite Staffing and Remedy Staffing to produce computer
displays.
Information Technologies Division
The investigation revealed that there is a threat of
employment decline at the Sony Technology Center, Information
Technologies Division, San Diego, California (TA-W-51,532B).
The investigation also revealed that company imports of
computer displays increased from 2001 to 2002 and declined again
from January through March 2003 when compared to the same time
period in 2002.
Furthermore, the investigation revealed that Sony
Technology Center, Information Technologies Division, San Diego,
California also leased workers from Remedy Intelligent Staffing
and Onsite Staffing to produce Sony VIAO PCs.
Conclusion
After careful review of the facts obtained in the
investigation, I determine a shift in production to Singapore of
articles like or directly competitive with cathode ray tubes
produced at Sony Technology Center, Display Device Division, San
Diego, California (TA-W-51,532); and increases in imports of
articles like or directly competitive with computer displays
produced at Sony Technology Center, Display Systems of America
Division, San Diego, California (TA-W-51,532A); and increases in
imports of articles like or directly competitive with Sony VAIO
PCs produced at Sony Technology Center, Information Technologies
Division, San Diego, California (TA-W-51,532B), contributed
importantly to the total or partial separation of workers and to
the decline in sales or production at that firm or subdivision.
In accordance with the provisions of the Act, I make the
following certification:
"All workers of Sony Technology Center, Display Device
Division, San Diego, California (TA-W-51,532); and all
workers of Sony Technology Center, Display Systems of
America Division, San Diego, California, and leased workers
of Adecco Staffing, Onsite Staffing, and Remedy Staffing
producing computer displays at Sony Technology Center,
Display Systems of America Division, San Diego, California
(TA-W-51,532A); and all workers of Sony Technology Center,
Information Technologies Division, San Diego, California
(TA-W-51,532B) and leased workers of Remedy Intelligent
Staffing and Onsite Company producing Sony VAIO PCs at Sony
Technology Center, Information Technologies Division, San
Diego, California, who became totally or partially
separated from employment on or after April 16, 2002
through two years from the date of certification are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."
