Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
SC 2273), as amended, the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met. It is determined in this case that the requirements
of (a)(2)(A) of Section 222 have been met.
The investigation was initiated in response to a petition
received on April 11, 2003 and filed by a company official on
behalf of workers at Bloomsburg Mills, Inc., New York, New York
and Monroe, North Carolina. The workers are engaged in
employment related to the company's production of finished
fabric.
The investigation revealed that workers of Bloomsburg
Mills, Inc., New York, New York (TA-W-51,485) are engaged in
sales of finished fabric. The workers at Bloomsburg Mills,
Inc., Monroe, North Carolina (TA-W-51,485A) are engaged in
dyeing and finishing of woven yarn that is sent to the company's
Bloomsburg, Pennsylvania plant for further processing into broad
woven fabric.
The investigation revealed that Bloomsburg's is a fully-
integrated producer of broad woven fabric. Employment at
Bloomsburg's New York, New York and Monroe, North Carolina
locations has declined. Company-wide sales of broad woven cloth
declined from fiscal year 2002 to fiscal year 2003.
The investigation further revealed that workers at the
production facility in Pennsylvania are certified eligible to
apply for worker adjustment assistance under petition number
TA-W-38,914.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that increases of imports of articles
like or directly competitive with broad woven fabric produced at
Bloomsburg Mills, Inc. contributed importantly to the decline in
sales or production and to the total or partial separation of
workers of that firm.
In accordance with the provisions of the Act, I make the
following certification:
All workers of Bloomsburg Mills, Inc., New York, New York
(51,485) and Monroe, North Carolina (51,485A), who became
totally or partially separated from employment on or after
March 31, 2002 through two years from the date of
certification are eligible to apply for adjustment assis-
tance under Section 223 of the Trade Act of 1974.
