Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on April 8,
2003, applicable to workers of TSI Graphics, Inc., Effingham,
Illinois. The notice was published in the Federal Register on
April 24, 2003 (68 FR 20177).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. New
information shows that worker separations occurred involving an
employee of the Effingham, Illinois facility of TSI Graphics,
Inc., located in Port Richey, Florida. This employee was engaged
in the production of textbook color work/graphics as disk-to-
plate files.
Based on these findings, the Department is amending this
certification to include an employee of the Effingham, Illinois
facility of TSI Graphics, Inc., located in New Port Richey,
Florida.
The intent of the Department’s certification is to include
all workers of TSI Graphics, Inc. who were adversely affected by
increased imports.
The amended notice applicable to TA-W-50,834 is hereby
issued as follows:
"All workers of TSI Graphics, Inc., Effingham Illinois
(TA-W-50,834), including an employee of TSI Graphics,
Inc., Effingham, Illinois, located in New Port Richey,
Florida (TA-W-50,834A), who became totally or partially
separated from employment on or after February 5, 2002,
through April 8, 2005, are eligible to apply for
adjustment assistance under Section 223 of the Trade
Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of
(a)(2)(A) of Section 222 have been met.
The investigation was initiated in response to a petition
received on February 10, 2003 and filed on behalf of workers at TSI
Graphics, Inc., Effingham, Illinois. The workers produce textbook
color work/graphics as disk-to-plate files.
The investigation revealed decreased sales and employment
levels at the subject company in 2002 from 2001 levels.
The Department of Labor conducted a survey of the subject
company’s major customers regarding their purchases of textbook
color work/graphics as disk-to-plate files for the time periods
2001 and 2002. The survey revealed increased customer reliance
upon import purchases during the relevant time periods.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with textbook color work/graphics as
disk-to-plate files produced at the subject company contributed
importantly to the total or partial separation of workers and to
the decline in sales or production and at that firm or subdivision.
In accordance with the provisions of the Act, I make the following
certification:
"All workers of TSI Graphics, Inc., Effingham, Illinois who
became totally or partially separated from employment on or
after February 5, 2002 through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974, as amended."
