Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on January
29, 2003, applicable to workers of Celestica Corporation, Midwest
Campus, Rochester, Minnesota. The notice was published in the
Federal Register on February 24, 2003 (68 FR 8620).
At the request of the petitioners, the Department reviewed
the certification for workers of the subject firm. Information
provided by the company shows that leased workers of Adecco
Staffing Services were employed at the Midwest Campus of
Celestica Corporation to produce electronic cards at the
Rochester, Minnesota location of the subject firm.
Based on these findings, the Department is amending this
certification to include leased workers of Adecco Staffing
Services employed at Celestica Corporation, Midwest Campus,
Rochester, Minnesota.
The intent of the Department's certification is to include
all workers of Celestica Corporation, Midwest Campus who were
adversely affected by the shift in production to Canada.
The amended notice applicable to TA-W-50,528 is hereby
issued as follows:
"All workers of Celestica Corporation, Midwest Campus,
Rochester, Minnesota, and leased workers of Adecco
Staffing Services, Rochester, Minnesota producing
electronic cards at Celestica Corporation, Midwest
Campus, Rochester, Minnesota, who became totally or
partially separated from employment on or after January
7, 2002, through January 29, 2005, are eligible to
apply for adjustment assistance under Section 223 of
the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (19 USC 2273), the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(B) of
Section 222 have been met.
The investigation was initiated in response to a petition
received on January 9, 2003 and filed on behalf of workers at
Celestica Corporation, Midwest Campus, Rochester, Minnesota. The
workers produced electronic cards. Production of electronic cards
at the subject firm ceased on or before December 30, 2002.
The investigation revealed that sales, production and
employment declined from the first half of 2001 when compared to
the same time period in 2002. Furthermore, the investigation
revealed a shift in production from the subject firm to Canada
during the relevant period.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that there was a shift in production from
the workers firm to Canada of articles that are like or directly
competitive with those produced by the subject firm. In accordance
with the provisions of the Act, I make the following certification.
"All workers of Celestica Corporation, Midwest Campus,
Rochester, Minnesota who became totally or partially separated
from employment on or after January 7, 2002 through two years
from the date of certification are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974, as amended."
