Certification Regarding Eligibility to Apply for
Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
In order to make an affirmative determination and issue a
certification of eligibility for secondary workers to apply for
Trade Adjustment Assistance, the group eligibility requirements of
paragraph (a)(2)(C) of Section 222 of the Trade Act, as amended,
must be met. It is determined in this case that the requirements of
(a)(2)(C) of Section 222, as amended, have been met.
The investigation was initiated on December 19, 2002, in
response to a petition filed by a company official on behalf of
workers at Delafoil Ohio, Inc., Perrysburg, Ohio and Pottstown,
Pennsylvania. The workers produce mask-frame assemblies for
television picture tubes.
The investigation revealed that Delafoil Ohio, Inc., produces
mask-frame assemblies for television picture tubes, and at least 20
percent of its production or sales is supplied to a manufacturer of
television picture tubes.
Evidence revealed that L.G. Philips Displays, Ottawa, Ohio, to
whom the petitioning workers' firm or subdivision supplies mask-
frame assemblies, employed a group of workers who received a
certification of eligibility for adjustment assistance, and such
supply or production is related to the article that was the basis
for such certification. L.G. Philips Displays, Ottawa, Ohio,
shifted production abroad while reducing purchases of mask-frame
assemblies from the petitioning workers' firm. The subject firm's
employment declined, in part, because of the shift in production.
Workers of L.G. Philips Displays, Ottawa, Ohio were certified as
eligible to apply for NAFTA transitional adjustment assistance on
May 31, 2002 (NAFTA-6094).
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Delafoil Ohio, Inc.,
Perrysburg, Ohio and Pottstown, Pennsylvania qualify as adversely
affected secondary workers under Section 222 of the Trade Act of
1974, as amended. In accordance with the provisions of the Act, I
make the following certification:






"All workers of Delafoil Ohio, Inc., Perrysburg, Ohio (TA-W-
50,395), who became totally or partially separated from
employment on or after December 18, 2001; and all workers of
Delafoil Ohio, Inc., Pottstown, Pennsylvania (TA-W-50,395A)
who became totally or partially separated from employment on
or after January 7, 2002, through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974, as amended"
