Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents
the results of its investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either
paragraph (a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act
must be met.
It is determined in this case that the requirements of
(a)(2)(A) of Section 222 have been met.
The investigation was initiated on December 13, 2002, in
response to a petition filed by a company official on behalf of
workers of Rough and Ready Lumber Company, Rough and Ready
Lumber Sales, and Indian Hill LLC, all of Cave Junction, Oregon.
Workers are engaged in activity related to the production of
softwood dimensional lumber.
The subject companies used the services of contract workers
from two temporary agencies: Barrett Business Services and Hire
Calling.
The investigation revealed that production at Rough and
Ready Lumber Company declined during January-November 2002 from
January-November 2001 levels.
The investigation also revealed that it is anticipated that
Rough and Ready Lumber Company, Rough and Ready Lumber Sales,
and Indian Hill LLC, Cave Junction, Oregon will cease to operate
in May 2003. Worker separations will begin in February 2003.
The Department of Labor conducted a survey of the subject
companies' major customers for the time periods 2000, 2001, and
January through November 2001-2002 regarding their purchases of
softwood dimensional lumber. The survey revealed increased
customer import purchases during the period of production
decline at the subject company.


Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with softwood dimensional lumber
produced at Rough and Ready Lumber Company, Rough and Ready
Lumber Sales, and Indian Hill LLC contributed importantly to the
total or partial separation of workers and to the decline in
sales or production and at that firm or subdivision. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of Rough and Ready Lumber Company, Cave
Junction, Oregon (TA-W-50,344), Rough and Ready Lumber
Sales, Cave Junction, Oregon (TA-W-50,344A), Indian Hill
LLC, Cave Junction, Oregon (TA-W-50,344B), and leased
workers of Barrett Business Services and Hire Calling
employed at Cave Junction, Oregon, who became totally or
partially separated from employment on or after December
12, 2001 through two years from the date of certification
are eligible to apply for adjustment assistance under
Section 223 of the Trade Act of 1974, as amended."
