Certification Regarding Eligibility to Apply for
Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
In order to make an affirmative determination and issue a
certification of eligibility for secondary workers to apply for
Trade Adjustment Assistance, the group eligibility requirements of
Section 222(b) of the Trade Act, as amended, must be met. It is
determined in this case that the requirements of a supplier firm
have been met.
The investigation was initiated on December 12, 2002 in
response to a petition filed by a company official on behalf of
workers of Parkdale Mills, Inc., Plant 14, Belmont, North Carolina.
The workers at the subject firm produced cotton blend yarn.
The investigation revealed that from 2001 to 2002, employment
declined at the subject firm.
The investigation further revealed that Parkdale Mills, Inc.,
Plant 14, Belmont, North Carolina, supplied and lost at least 20
percent of its sales of cotton blend yarn to a primary firm, a
producer of undergarments, whose workers were certified eligible to
apply for worker adjustment assistance.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that increases of imports of
undergarments contributed to worker separations at Parkdale Mills,
Inc., Plant 14, Belmont, North Carolina.
In accordance with the provisions of the Act, I make the
following certification:
"All workers of Parkdale Mills, Inc., Plant 14, Belmont, North
Carolina, who became totally or partially separated from
employment on or after December 10, 2001, through two years
from the date of certification are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974."
