Certification Regarding Eligibility
To Apply For Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
The investigation was initiated on November 27, 2002, in
response to a petition filed by a company official on behalf of
workers at J. Dreier Enterprises, LTD., New Brighton, Minnesota.
The workers apply chemical coatings to circuit assemblies.
The investigation revealed that layoffs occurred at J. Dreier
Enterprises, LTD, New Brighton, Minnesota, when the subject firm
closed in November 2002.
The investigation further revealed that J. Dreier Enterprises,
LTD., New Brighton, Minnesota, is a downstream producer, whose
workers apply conformal coatings to printed circuit assemblies.
The subject firm lost business with a manufacturer whose workers
were certified eligible to apply for TAA based on a shift in
production of industrial controls to Mexico.



Conclusion
After careful review of the facts obtained in the
investigation, I determine that a loss of business with a
manufacturer who shifted production to Mexico, contributed
importantly to the separation of workers of J. Dreier Enterprises
LTD., New Brighton, Minnesota. In accordance with the provisions
of the Act, I make the following certification:
"All workers of J. Dreier Enterprises LTD., New Brighton,
Minnesota, who became totally or partially separated from
employment on or after November 19, 2001, through two years
from the date of certification, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974, as amended."
