Certification Regarding Eligibility
To Apply For Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance as a
secondarily affected worker group.
The investigation was initiated in response to a petition
received on November 19, 2002 and filed on behalf of workers at
Punch Components, Inc., Lima, Ohio. The workers produce stamped
metal pressing.
The investigation revealed that employment at Punch
Components, Inc., Lima, Ohio declined from January through
October 2002, when compared to the same time period of the
previous year.
The investigation further revealed that Punch Components,
Inc., Lima, Ohio, is a supplier firm, whose workers produce
stamped metal pressing and supply that output to the sole
customer, a manufacturer of picture tubes.


The subject firm lost business with this manufacturer whose
workers were certified eligible to apply for NAFTA-TAA based on a
shift in production of picture tubes to Canada.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that a loss of business with a
manufacturer who shifted production to Mexico, contributed
importantly to the separation of workers of Punch Components, Inc.,
Lima, Ohio. In accordance with the provisions of the Act, I make
the following certification:
"All workers of Punch Components, Inc., Lima, Ohio, who became
totally or partially separated from employment on or after
November 12, 2001, through two years from the date of
certification, are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974, as amended."
