Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on December
19, 2002, applicable to workers of Chiquola Industrial Products
Group LLC, Honea Path, South Carolina. The notice will soon be
published in the Federal Register.
At the request of a company official, the Department
reviewed the certification for workers of the subject firm. The
workers produced industrial fabrics. Information contained in
the record shows that the company intended workers in Abbeville,
South Carolina to be included in the certification. The workers
at both South Carolina locations are considered by the company as
one worker group. Data collected from the company official were
for both locations.
It is the Department's intent to include all workers of
Chiquola Industrial Products Group LLC, adversely affected by
increased imports. Accordingly, the Department is amending the
certification to include all workers of Chiquola Industrial
Products Group LLC, located in Abbeville, South Carolina.
The amended notice applicable to TA-W-50,094 is hereby
issued as follows:
"All workers of Chiquola Industrial Products Group LLC,
Honea Path, South Carolina (TA-W-50,094) and Abbeville,
South Carolina (TA-W-50,094A), who became totally or
partially separated from employment on or after November 5,
2001, through December 19, 2004, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance


In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273), as amended, the Department of Labor herein presents the
results of its investigation regarding certification of eligibility
to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for Trade Adjustment
Assistance, the group eligibility requirements in either paragraph
(a)(2)(A) or (a)(2)(B) of Section 222 of the Trade Act must be met.
It is determined in this case that the requirements of (a)(2)(A) of
Section 222 have been met.
The investigation was initiated on November 15, 2002, in
response to a petition filed by the company on behalf of the
workers at Chiquola Industrial Products Group LLC, Honea Path,
South Carolina. The workers produce industrial fabric.
The investigation revealed that sales and employment at the
subject firm declined from 2000 to 2001 and also from January
through October of 2002 when compared to the same time period in
2001.
The Department of Labor surveyed the subject firm's major
customers regarding their purchases of industrial fabric. This
survey revealed increases in customer imports of industrial fabric
during the relevant time period.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with those produced at Chiquola
Industrial Products Group LLC, Honea Path, South Carolina,
contributed importantly to the decline in sales or production and
to the total or partial separation of workers of that firm. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of Chiquola Industrial Products Group LLC, Honea
Path, South Carolina, who became totally or partially
separated from employment on or after November 5, 2001,
through two years from the date of certification are eligible
to apply for adjustment assistance under Section 223 of the
Trade Act of 1974."
