Certification Regarding Eligibility to Apply for
Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC
2273), as amended, the Department of Labor herein presents the
results of an investigation regarding certification of eligibility
to apply for worker adjustment assistance as a secondarily affected
worker group.
In order to make an affirmative determination and issue a
certification of eligibility for secondary workers to apply for
Trade Adjustment Assistance, the group eligibility requirements of
paragraph (a)(2)(C) of Section 222 of the Trade Act, as amended,
must be met. It is determined in this case that the requirements of
(a)(2)(C) of Section 222, as amended, have been met.
The investigation was initiated on November 8, 2002, in
response to a petition filed on behalf of workers at Plastic
Products Co., Inc., Moline, Illinois. The workers produce custom
injection molding.
The investigation revealed that Plastic Products Co., Inc.
produces custom injection molding which it supplies to manu-
facturers of washers and dryers, and a loss of business with these
manufacturer(s) contributed importantly to the workers separation
or threat of separation.
Evidence revealed that Maytag Corporation, Newton, Iowa, to
whom the petitioning workers' firm or subdivision supplies custom
injection molding, employed a group of workers who received a
certification of eligibility for adjustment assistance, and such
supply or production is related to the article that was the basis
for such certification. Maytag Corporation, Newton, Iowa shifted
production abroad while reducing purchases of custom injection
molding from the petitioning workers' firm. The subject firm's
employment declined, in part, because of the shift in production.
Workers of Maytag Corporation, Newton, Iowa were certified as
eligible to apply for trade adjustment assistance on February 4,
2003 (TA-W-50,219).
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Plastic Products Co.,
Inc., Moline, Illinois qualify as adversely affected secondary
workers under Section 222 of the Trade Act of 1974, as amended. In
accordance with the provisions of the Act, I make the following
certification:






"All workers of Plastic Products Co., Inc., Moline, Illinois
who became totally or partially separated from employment on
or after November 8, 2001, through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974, as amended"
