To announce the rate of interest that the U.S. Department of the Treasury (Treasury) will charge on Title XII advances during CY 2023.

The purpose of this Training and Employment Notice (TEN) is to provide uniform guidance regarding the goals and use of the new ApprenticeshipUSA brand, inform the workforce system of key initiatives for Registered Apprenticeship expansion, and share technical resources that can be used to promote Registered Apprenticeship overall. This TEN replaces the previous TEN 20-15, “ApprenticeshipUSA Information and New Technical Assistance Resources for Starting and Enhancing Registered Apprenticeship Programs,” since the information contained in the previous TEN is now obsolete, and the current TEN provides new and more detailed information. The ApprenticeshipUSA brand will unify, engage, and empower all stakeholders in the national Registered Apprenticeship system to help support the Department of Labor’s (DOL) broader goals. DOL’s goals include striving to expand, diversify, modernize, and strengthen Registered Apprenticeship so it can continue to meet critical industry needs and build a pipeline of diverse talent into good, quality jobs, especially for historically underserved and marginalized communities.

To ensure State Workforce Agencies (SWA) are aware that employers seeking to hire foreign workers for temporary employment under a supplemental H-2B visa cap for work certified to commence in FY 2023 must contact an American Job Center (AJC) for assistance in recruiting U.S. workers for their job opportunities.

To announce the release of updated content published on the UI ID fraud reporting website at www.dol.gov/fraud and to encourage states to align their public messaging with the new content and reporting instructions on this website.

To ensure states are aware of the Schedule of Remuneration for the UCX program that reflects the military pay increase effective January 1, 2023.

To provide information regarding the 2023 UI SIDES Seminar to be hosted by the National Association of State Workforce Agencies (NASWA) on April 18-20, 2023, in Indianapolis, IN.

To strongly encourage states to review their policies and practices for reemployment and re-skilling Unemployment Insurance (UI) beneficiaries and other unemployed jobseekers, and to inform jobseekers of their potential eligibility for Federal Pell Grants (Pell Grants) and other student aid to meet educational expenses associated with enrollment in an eligible postsecondary program. Further, to remind states that determinations made regarding UI Approved Training requests may be reported as “countable” non-monetary determinations for workload purposes.
