Vision for the One-Stop Delivery System under the Workforce Innovation and Opportunity Act (WIOA)
PurposeThis Training and Employment Guidance Letter (TEGL) lays out the vision for the one-stop delivery system under the Workforce Innovation and Opportunity Act (WIOA) and links to key technical assistance resources to support states and local areas as they integrate this vision into their one-stop delivery system (http://www.doleta.gov/wioa). This guidance is also being issued by the Department of Education's Office of Career, Technical, and Adult Education and Office of Special Education and Rehabilitation Services. It was developed in collaboration with these agencies, as well as the Department of Health and Human Services, Administration for Children and Families. The Employment and Training Administration (ETA) will soon issue additional guidance to other programs administered by DOL that covers governance, operational, and service delivery topics related to the one-stop delivery system.

Update on Complying with Nondiscrimination Requirements: Discrimination Based on Gender Identity, Gender Expression and Sex Stereotyping are Prohibited Forms of Sex Discrimination in the Workforce Development System
PurposeThe purpose of this Training and Employment Guidance Letter (TEGL) is to provide information to the public workforce system and other entities (including the "covered entities" listed in the "To" line above) that receive federal financial assistance under Title I of the Workforce Investment Act (WIA) and that will begin implementing Title I of the Workforce Innovation and Opportunity Act (WIOA) on July 1, 2015, as well as education and training programs or activities receiving Department of Labor financial assistance, regarding the prohibitions on discrimination based on gender identity, gender expression, and sex stereotyping. Lesbian, gay, bisexual and transgender (LGBT) individuals experience unemployment and employment discrimination at significantly higher rates compared to the rest of the American population, making it particularly important that they have full access to the services provided by the public workforce system, to help overcome the employment-related barriers they encounter. This TEGL and related attachments explain the legal authority for these obligations, give some examples of prohibited discrimination, and suggest ways to prevent, identify, and address discrimination.

PurposeTo rescind TEGL 29-14 and replace it with TEGL 29-14, Change 1. Change 1 corrects the due date for each of the SF-424 from April 18 to May 12, 2015 for the WIOA funding streams for the Youth, Adult, and Dislocated Worker programs listed in section 9, Submission. The remainder of the TEGL remains unchanged.
