Daniel T. Gresh, Chairman and Chief Administrative Appeals Judge 
Daniel T. Gresh was appointed to the Benefits Review Board in September 2019. Prior to his appointment, Gresh served as the Acting Vice Chair and an Administrative Appeals Judge at the U.S. Department of Labor's Administrative Review Board, where he reviewed appeals of complaints filed under a broad range of federal administrative labor laws, including financial, environmental and transportation employee protection statutes; immigration, child labor, employment discrimination and job training laws; and federal government construction and service contract wage compliance laws. Gresh also previously worked as an attorney for over fifteen years at the Administrative Appeals Board. Prior to that, Gresh was an attorney at the Benefits Review Board. Gresh received a Bachelor of Arts, Cum Laude, in Economics and English from Villanova University and a Juris Doctor from The George Washington University Law School.

Judith S. Boggs, Member of the Board and Administrative Appeals Judge 
Judge Boggs was appointed to the Benefits Review Board in August 2004. From 2002-2004, she served as Member of the Board and Administrative Appeals Judge for the Department of Labor's Administrative Review Board. Before joining the Department, Judge Boggs was engaged in the private practice of law, focusing primarily on administrative, health, and employment law matters. Judge Boggs has extensive previous state and federal government experience including service as Human Rights Representative for the Kentucky Human Rights Commission, Counsel to the Kentucky Mental Health Department, Special Assistant to the Administrator of the Health Care Financing Administration of the U.S. Department of Health and Human Services, and Senior Policy Analyst in the Executive Office of the President, The White House. She holds a B.A. degree from Brooklyn College of the City University of New York and a J.D.. degree from the University of Chicago Law School.

Melissa Lin Jones, Member of the Board and Administrative Appeals Judge 
Judge Jones was appointed to the Benefits Review Board in October 2019. Prior to her appointment, Judge Jones was an Administrative Law Judge with the Social Security Administration, an Administrative Appeals Judge on the D.C. Department of Employment Services' Compensation Review Board, and an Administrative Law Judge with that agency's Office of Hearings and Adjudication, Administrative Hearings Division. Judge Jones has authored or contributed to numerous publications regarding workers' compensation law and administrative adjudication and serves on the faculty of the National Judicial College. She holds a B.A. degree in English from St. Bonaventure University, a J.D. degree from the State University of New York at Buffalo School of Law, and a M.JS. degree from the University of Nevada, Reno.

Jonathan Rolfe, Member of the Board and Administrative Appeals Judge 
Jonathan Rolfe was re-appointed to the Benefits Review Board (BRB) in 2025, where he previously served as an Administrative Appeals Judge and Vice Chair for ten years. Prior to his most recent service with BRB, Judge Rolfe served as an Administrative Appeals Judge for the Department’s Administrative Review Board, and in the Department’s Office of the Solicitor, where he represented the Director of the Office of Workers' Compensation Programs in litigation in front of the BRB and various United States Courts of Appeals on issues arising under the Black Lung Benefits Act and the Longshore and Harbor Workers' Compensation Act and its extensions. Before beginning his government service, Judge Rolfe worked in private practice for ten years in the District of Columbia, where he focused on labor and employment law litigation in federal courts, primarily representing national and international labor unions. Judge Rolfe is a graduate of the University of Minnesota Law School and the University of Minnesota, Duluth.
