Susan Harthill, Chair and Chief Judge
Susan Harthill was appointed as Chair of the Board and Chief Administrative Appeals Judge in May 2022. She has practiced and taught employment law for the entirety of her legal career. Prior to her appointment to the ARB, Chief Judge Harthill practiced employment law in the Washington D.C. office of a global law firm. Prior to that, she served as Deputy Solicitor of Labor for National Operations in the Office of the Solicitor at the DOL, where she oversaw the legal advice provided to all DOL agencies under the laws administered and enforced by DOL. Chief Judge Harthill was also formerly a tenured Professor of Law, teaching employment law and employment discrimination, civil procedure and evidence, and an employment lawyer in private practice in Washington D.C. She has also served as a lawyer at the Legal Aid Society of D.C. and as a Commissioner on the Jacksonville Human Rights Commission in Jacksonville, Florida. Chief Judge Harthill earned a B.A. from the University of Leeds, England, an M.Sc. from the University of Bristol, England, and a J.D. from the University of Cincinnati College of Law. She is a member of the District of Columbia Bar Association.
Ivey Warren, Member
Ivey Warren was appointed to the Administrative Review Board in January 2023. She comes to the ARB previously serving as Chief of Staff to the Office of Workers’ Compensation Programs at the Department of Labor. Judge Warren earlier served as a Program Manager for the District of Columbia’s Office of Paid Family Leave. Prior to that, she served as Attorney Advisor to the Board of Veterans’ Appeals within the Department of Veterans Affairs, and to the 9/11 Victims Compensation Fund. She was also formerly a litigation attorney, practicing personal injury and administrative law in the state of Maryland. Judge Warren earned a B.A. degree in Political Science from the University of South Carolina, a J.D. from the University of Maryland School of Law, and is a member of the Maryland Bar Association.
Angela W. Thompson, Member
Angela W. Thompson was appointed to the Administrative Review Board in November 2023. Judge Thompson has served as in-house counsel at major labor unions, including most recently as General Counsel of a national union. Her private sector experience also includes work for a labor law firm and for the Immigration Assistance Program of the Diocese of Kalamazoo in Michigan. Judge Thompson’s public service includes more than seven years as a Senior Attorney at the National Labor Relations Board in the Division of Advice. She has a Bachelor in Music Performance from Webster University in St. Louis, Missouri, and a Master of Labor and Employment Relations from Rutgers University in New Jersey. She earned her law degree from Yale Law School. She is a member of the bar in New York and the District of Columbia.
Jonathan Rolfe, Member
Jonathan Rolfe was appointed to the Administrative Review Board in November 2023. Judge Rolfe previously served as an Administrative Appeals Judge and Vice Chair on the Benefits Review Board (BRB). Prior to his service with BRB, Judge Rolfe served in the United States Department of Labor, Office of the Solicitor, where he represented the Director of the Office of Workers' Compensation Programs in litigation in front of the BRB and various United States Courts of Appeals on issues arising under the Black Lung Benefits Act and the Longshore and Harbor Workers' Compensation Act and its extensions. Before beginning his government service, Judge Rolfe worked in private practice for ten years in the District of Columbia, where he focused on labor and employment law litigation in federal courts, primarily representing national and international labor unions. Judge Rolfe is a graduate of the University of Minnesota Law School and the University of Minnesota, Duluth.
