Randel K. Johnson, Chair

Randel Johnson was appointed as Chair, Administrative Review Board, on February 24, 2025. Johnson was formerly a judge on the Board, serving from August 2020 to June 2022, afterwards becoming associated with Cornell Law School and Syracuse College of Law. Formerly, a partner in the law firm of Seyfarth Shaw, his career history also includes stints with the Department of Labor's Office of Administrative of Law Judges, the Department’s Office of the Solicitor, serving as Labor Counsel to the United States House of Representatives’ Education and Workforce Committee and as Senior Vice President for Labor Immigration & Employee Benefits with the US Chamber of Commerce. Judge Johnson is a graduate of the University of Maryland Law School and holds a Masters of Laws from the Georgetown University Law Center and a Graduate Certificate from Harvard University’s Senior Managers in Government Program. He is a member of the Maryland, District of Columbia and various Federal bars. Johnson is also a Member of the College of Labor and Employment Lawyers. His bookend achievements of his time on Capitol Hill include work leading to enactment of the American with Disabilities Act and the Congressional Accountability Act extending private sector employment laws to the Congress for the first time.

Angela W. Thompson, Member

Angela W. Thompson was appointed to the Administrative Review Board in November 2023. Judge Thompson has served as in-house counsel at major labor unions, including most recently as General Counsel of a national union. Her private sector experience also includes work for a labor law firm and for the Immigration Assistance Program of the Diocese of Kalamazoo in Michigan. Judge Thompson’s public service includes more than seven years as a Senior Attorney at the National Labor Relations Board in the Division of Advice. She has a Bachelor in Music Performance from Webster University in St. Louis, Missouri, and a Master of Labor and Employment Relations from Rutgers University in New Jersey. She earned her law degree from Yale Law School. She is a member of the bar in New York and the District of Columbia.

Elliot M. Kaplan, Member

Judge Kaplan was appointed to the Administrative Review Board in April 2025. Before coming to the Board, he worked as a practicing attorney with extensive experience in commercial, insolvency, and employment litigation on behalf of Fortune 50 companies, banks, pharmaceutical manufacturers and retailers. Additionally, he served as a Unit Chief Immigration Judge in the U.S. Department of Justice, Executive Office for Immigration Review where he heard asylum, removal, and other cases and issued decisions in hundreds of matters. He has a Bachelor of Arts degree from Antioch University, a Master of Business Administration degree from Whittier College, and a Juris Doctor from the Whittier College School of Law. He is a member of the bar in Missouri.
