Starting in FY 2018, Trade Adjustment Assistance (TAA) participant reporting is conducted through the Participant Integrated Reporting Layout (PIRL). In FY 2009 through FY 2017, TAA participant reporting was conducted through the Trade Act Participant Report (TAPR). PIRL Reporting Basics

These resources provide an introduction to TAA participant reporting through the Participant Individual Record Layout (PIRL) which is submitted to the Workforce Integrated Performance System (WIPS).

Data Quality

TAA participant reporting uses a three-tier methodology for ensuring data quality: (1) edit checks ensure that PIRL data is properly formatted and has logical consistency between elements, (2) TAA Data Integrity (TAADI) is used to address data and programmatic issues around reporting expectations, and (3) data validation ensures that states have a process of checking that their data is supported by appropriate documentation subject to review by the Department. Below, you can find documentation for 1 and 3. TAADI has its own section.

  • PIRL Edit Checks - these are the current edit checks for PIRL categorized by duplicate rules, logical rules, and valid value rules. PIRL records must meet all validation rules to be successfully submitted.
  • Data Validation - states are required to implement a state data validation strategy. Building on the base requirement outlined in TEGL No. 7-18, the Department has provided more detailed requirements about what must be included in that strategy and specific source document requirements in TEGL No. 23-19, Change 2.

TAA Data Integrity (TAADI)

This webcast also provides a walkthrough of how to use the TAADI Self-Check to both obtain unofficial results and how to identify records affecting TAADI results.
  • PIRL TAADI Self-Check - the TAA Data Integrity (TAADI) Self-Check is an Excel template which allows states to enter their PIRL and 9130 data to get unofficial TAADI results and see performance outcomes results prior to submission.

TAA Performance Reporting

The TAA Program uses five primary indicators of performance. A discussion about the general performance measures is available here. Details on how the TAA program differs from WIOA primary indicators can be found in TEGL No. 14-18, Attachment 10.
