1. Purpose.To provide expanded Department of Homeland Security FICs and revise FIC 401.

3. Background. The DHS, created in 2002, is comprised of 22 government agencies and over 180,000 employees. Since 2003, when DHS became operational, the federal agencies included in the Department have paid their own unemployment benefit charges. For fiscal year 2005, DHS will pay unemployment benefit costs for its former employees.
DHS requested separate FIC accounts for each of its agencies and that information requests and detailed charges be sent to each agency separately. The new FIC accounts were transmitted to the State Workforce Agencies via e-mail and took effect on October 1, 2004. The Interstate Connection (ICON) Directory has been updated to include the new FIC account numbers.
4. Listing of DHS Addresses. Attached is a list of DHS field offices, including addresses to which requests for wage and separation information, other claim related information, and detailed listings of benefit charges should be sent.
5. Action Required.State agencies are requested to provide the attached address list to appropriate staff.
