Directory of Individuals to Contact on State Unemployment Compensation (UC) Tax and Tax Performance System (TPS) Matters

1.Purpose. To transmit to State employment security agencies (SESAs) a revised directory of State individuals to contact for information on UC tax matters. TPS reviewers are also listed.

2.Background. Due to SESA reorganizations and routine changes in personnel and facilities, periodic updates to the State UC Tax and TPS Contacts directory are necessary. The updates are prepared from information SESAs provide to their Regional Offices (ROs). Information collected includes the names, job titles, telephone numbers, fax numbers, mailing addresses and E-mail addresses of individuals who are designated to respond to inquiries about UC tax and TPS matters. In addition to the ususal printed copies, the complete directory is now available at the Information Technology Support Center (ITSC) Internet web site. To locate the directory enter www.itsc.state.md.us, select "Personnel Directories" and then select "UC Tax & TPS Contacts" listed under "State Contacts."

For the past two years, the Internal Revenue Service (IRS) has used information from this directory, which the National Office (NO) staff provided to the IRS, for the listing of State unemployment tax agencies contained in the appendix of the Household Employer's Tax Guide (Publication 926). This appendix lists for each State: the agency name, address and telephone number. In cases where no specific "Employer assistance" telephone number was listed in the directory, the telephone number of the tax chief was used.

This year, rather than simply forwarding the complete directory to the IRS, a table containing only the following essential items will be furnished: the department name, the designated tax assistance telephone number or the tax chief's telephone number if no tax assistance telephone number was provided, a tax assistance web site address or E-mail address if provided, and a mailing address for registration forms. Publication 926 may be found on the IRS web site at www.irs.gov by selecting "Forms & Pubs" and then "Forms and Publications by Number."

This revised directory reflects information provided up to February 1, 2000 and replaces Unemployment Insurance Program Letter (UIPL) No. 17-99.

3.Changes. SESAs should notify their RO of directory changes as they happen. The ROs will forward the changes to the Office of Income Support (OIS), NO, for inclusion in the next directory update.

4.Action Required. All SESAs are requested to ensure that a copy of the attached directory is made available to appropriate staff.
