SUBJECT	:	Proposed State Quality Service Plan (Draft)

1. Purpose. To transmit a draft of the new State Quality Service Plan (SQSP) to State Employment Security Agencies (SESAs) for review and comment. The SQSP is designed to replace the Program and Budget Plan (PBP).

2. Background. The planning and budget process utilized to operate the Unemployment Insurance (UI) program nationwide has not been as responsive to current needs and planning practices as many interested parties would like. In particular, the old process did not allow SESAs to share State priorities with the Federal partner nor did it provide a way for the States to consider incorporating Federal program priorities into their planning process. In addition, the old process did not address the concept of continuous improvement.

   The SQSP is the result of extensive consultation with the Performance Enhancement Group (PEG), which was created to provide a collaborative process for designing and implementing UI PERFORMS. The PEG is the successor to the Performance Enhancement Workgroup which developed the outline for the UI PERFORMS system. It was convened to guide the Unemployment Insurance Service's completion of the design and implementation of the UI PERFORMS system. The PEG comprises senior State UI managers from Connecticut, Colorado, Iowa, New Hampshire, Ohio, Oklahoma, and Washington; UI Regional Directors from Regions IV and VI; the ETA Regional Administrator from Region III; and four senior ETA National Office managers.

3. Comment on Draft. UIS will incorporate changes resulting from comments on this draft and then publish the revised draft in the Federal Register for broader public comment. UIS will proceed early in FY 1999 to obtain approval from the Office Of Management and Budget to use the SQSP for the FY 2000 planning cycle.

4. Action Required. SESAs are requested to review the attached draft of the SQSP and to submit comments within 30 days of the date on this directive. Comments should be sent to:
